| Culture is the spirit and soul of a nation.Public cultural services,by providing basic public cultural services to the public,meet public cultural needs,enrich public cultural life,spread the core values of socialism,and maintain social harmony and stability.It is a great and quiet undertaking.To this end,the country has successively carried out a number of cultural projects to benefit the people.Among them,in rural areas,there are a variety of cultural initiatives such as the Farmhouse Bookstore Project,the Radio and Television Village Link Project,the National Cultural Information Resource Sharing Project,and the Sending of Plays to the Countryside.They have invested a lot in human,material,and financial resources.There is still an incompatibility between the supply and demand of rural public cultural services in developed areas,and accessibility needs to be improved.In order to maximize the cultural needs of the public in underdeveloped rural areas,rationally allocate resources,analyze the accessibility of rural public cultural services in underdeveloped areas,and explore ways to improve access have become current important issues.First of all,this article combed the public cultural service accessibility research related literature at home and abroad,to clarify the rural public cultural services in less developed areas,public cultural service accessibility connotation and characteristics of the two,with the theory of supply and demand,the new public service theory and related theory as the instruction,to build the evaluation index system of public cultural services accessibility to provide theoretical support.Secondly,building a public cultural service accessibility evaluation index system on the basis of learning from existing research,selecting villages under the jurisdiction of D,Lingling District,Yongzhou City,Hunan Province as the research object,and evaluating the accessibility of public cultural services.The evaluation results show that: in terms of availability,there are problems such as the policy standardization and implementation are not satisfactory,insufficient investment in public cultural services,and imbalance of input and output in public cultural services.In terms of accessibility,despite the diversification of public cultural service propaganda methods,there are still insufficient awareness of public cultural services,the rationality of the distance between public cultural venues needs to be improved,group differences in the abundance of public participation time,and low convenience of public participation in public cultural services.In terms of acceptability,although the environment of public cultural places in rural areas of underdeveloped areas is suitable,the use of public cultural facilities is insufficient,there is still room for improvement in the popularity of public cultural activities,and the lack of comprehensive development of public cultural service staff.In the aspect of adaptability,the public demand feedback mechanism of public cultural services has not been established and the evaluation mechanism is not perfect.To this end,this study finally proposes strategies such as increasing cultural input,Make up for the shortcomings of service acquisition,smoothing the service access process,and user demand-oriented,in order to improve the accessibility of public cultural services in underdeveloped areas and truly open up the "last mile" of public cultural services. |
