developing comprehensively",Longxi region has encountered a long-term problem of"sugarcane and grain contradiction"when planting sugar cane to guarantee the raw material supply of sugar mill.At the beginning of the founding of the People’s Republic of China,the state did not have a experience for reference.During the process of solving"contradiction",Longxi region constantly explore the solution,and summarize the practical experience,which promote Fujian local experience rising for the national policy that was named“close contact between sugarcane and grain”(蔗粮挂钩),and which accumulated management experience for the establishment of the system of socialist industrialization.The sugar production in the refining season is the key link of sugar industry.The amount of sugar in the refining season is directly related to the national sugar purchase and distribution plan.Under the national planned economic system,a sugar industry system was formed in Longxi region,which was dominated by large mechanical sugar mills and supplemented by small and medium-sized sugar mills.Throughout the production of each season in the region from 1960 s to 1980 s,the overall characteristics were summarized as follows: began to take shape of sugar production in the 1960 s,sugar production developed comprehensively in the 1970 s and sugar production was further optimized in the 1980 s.The fluctuation of sugar production in each season reflects the operation of each link in the sugar industry system,such as raw material supply,equipment maintenance,enterprise management,and sugar purchase and distribution.Refining equipment is the basis of the production of sugar in the industry.The quality of equipment influences the production and reproduction of sugar.In the 1960 s and 1970 s,based on the complex international and domestic environment,the update and creation of refining equipment were in the initial stage.In order to ensure the normal production in the refining season,the government and state-owned sugar mills focused on the equipment maintenance of sugar mills,hoping to excavate the production potential.In one word,refining equipment repair work was preliminary in the 60 s,the integration of the refining equipment maintenance and potentialities and technological upgrading in the 70 s,the further improving of the refining equipment repair work before in the 80 s.During the process,it is not hard to find that extension growth model of the sugar industry were cooperating with the connotation type growth.The development and changes reflected the inherent characteristics of sugar industry system.Labor competition and sugar mill management are important means to increase production capacity,and are also included in the planned economy management system.From the 1960s to the 1980s,Fujian province vigorously carried out the socialist labor competition of"comparing learning chasing helping"(比学赶帮),and all state-owned large and medium-sized sugar mills in Longxi region participated in this kind of activities,so as to achieve the purpose of promoting and stabilizing production.In promoting the process of production and stable weaving,Zhangzhou sugar mill(漳州糖厂)is not only the most typical practitioners,but also one of the beneficiaries.From construction management system which was formed by the preparation in the initial stage,to production management system which was focus on the increasing of production,to the quality management system which was pursuit of high quality.This development process is not only a reaction that Zhangzhou sugar mill adjusted itself to adapt to the country and the people’s changing of the demand for sugar,but also a reflection that socialist industrial system was becoming perfect.The utilization of"waste"and the use of sugar products is an important link in the sugar industry,which together with sugarcane planting,production in refining season,potential exploration and transformation,enterprise management and other links,constructs the whole production chain of the sugar industry.The national and local governments attach great importance to it,and introduce relevant
