| As an important government document,the Report on the Work of the Government condenses the wisdom of domestic scholars and experts.It can timely,accurately and effectively convey China’s voice to domestic and foreign audiences.It also plays an important role in informing the results,guiding public opinion and building the government image.2021 is the 100 th anniversary of the founding of the Communist Party of China.In 2021,China suffered from internal and external problems: depressive economy and rampant Coronavirus pandemic.China’s responses and attitudes receive widespread attention.Based on Halliday’s three meta-functions theory,this thesis studies the English translation of the Report on the Work of the Government in 2021 and explores its ideational function,interpersonal function and textual function.This thesis combines quantitative and qualitative research methods,firstly labeling the discourse according to three functions,subsequently counting and analyzing the annotation results,followed by example analysis,and finally combining the functions and characteristics of the discourse to make a conclusion.The ideational function of Government Work Report is mainly reflected in the transitivity system.The transitivity system includes three aspects: participants,processes,and environmental elements.In terms of processes,the frequency of material processes is the highest.The Government Work Report is the government’s outlook on past achievements and future development.The frequency of mental and relational processes decreases progressively.The mental process is mainly reflected in expressing the government’s attitude and stance towards social development,while the relationship process is mainly reflected in the complex relationships and situations between various industries in China.Among the environmental elements of the discourse,causal,mode,and content are common.It indicates the way in which the government does what things and the results it aims to achieve.In the face of the sudden Coronavirus pandemic and the socio-economic downturn,the Chinese government actively takes action and expresses its attitude.Promote social development by planning specific methods,beneficiary groups,and goals.The interpersonal function of Government Work Report is mainly reflected in two aspects: mood and modality system.In the mood system,the first person plural is mostly used.The proportion of future tense exceeds half.2021 is the starting point of the next five-year plan,expressing the government’s positive views on the future development of China.In the modality system,medium modality verbs account for the largest proportion for government want to establish a harmonious relationship with people.China is a democratic dictatorship where the people are the masters of the country.The interests of the people are the interests of the government,and the government always unites with the people on the front line.The thematic function of Government Work Report is mainly discussed from the aspects of thematic structure and cohesive devices.The proportion of single theme is the largest,in order to make the discourse focused and concise.Among the cohesive devices,conjunction accounts for a large proportion,making the discourse smooth.The thematic function is reflected in the conciseness and logic of the discourse.The Government Work Report covers all aspects of society,and thematic function promotes the integration of conceptual function and interpersonal function.To sum up,this thesis studies the discourse of Government Work Reports from the perspective of systemic functional linguistics,hoping to provide some inspiration for the writing and interpretation of Government Work Report so that people at home and abroad can interpret policies.In addition,it is a good way to construct a responsible government image and enhance China’s status in international platforms.In the meantime,the research results are helpful for constructing and understanding political discourses. |
