In the face of the economic recession and rising unemployment in the early 1980 s,and with the existing vocational qualifications system not conducive to the training and reemployment of the workforce,the UK continued to promote the construction of a National Vocational Qualifications System(NVQ)with the aim of standard the previously confusing system of awarding qualifications and facilitating the smooth implementation of education,training and employment in the UK.In 1986,the National Vocational Qualifications System(NVQ)was introduced,followed by the General Vocational Qualifications System(GVC)in1992,which was used to expand the National Vocational Qualifications Framework(NVQ framework)and eventually lead to a competency-based National Vocational Qualifications System(NVQ system).The National Vocational Qualifications System(NVQ)is an important initiative in the UK to promote the integration of general and vocational qualifications and to facilitate the employment of the workforce,and it is also a blueprint for the reform of vocational qualifications systems in many countries.This paper adopts both historical and documentary research methods to study the creation of the National Vocational Qualifications System in the UK in the 1980 s and 1990 s,which has strong theoretical and practical significance for further understanding the nature of the UK Vocational Qualifications System and improving the National Qualifications Framework system in China.This study takes "the creation of the British National Vocational Qualifications System(NVQ)in the 1980 s and 1990s" as the guide,starts from the "background of the creation of the British NVQ system-the creation process-the value and shortcomings of the system itself",further analyzes the historical details of the creation of the British NVQ system in the1980 s and 1990 s,and explores the lessons learned from the process of the creation of the British NVQ system and its inspiration for ChinaSince its creation in the 1980 s and 1990 s,the British National Vocational Qualifications System(NVQ)has played an important role in regulating and leading domestic qualifications and promoting the employment of various types of workforce,promoting the mutual recognition of various types of qualifications,facilitating the mobility of people and employment,and pioneering a competency-based vocational qualifications system.Although the system has been very effective since its creation,its shortcomings have also been criticized and questioned by many.These criticisms have focused on the following areas: the narrow and obscure criteria for assessing competencies,the fact that the system has to some extent neglected the assessment of knowledge and understanding,and the fact that the design of the competency-based assessment system has other flaws and is not well recognized by society.
