In recent years, Quickbird, Geoeye-I and other sub-meter high-resolution and multi-spectral remote sensing satellites have been launched in succession, and entered commercial operation, which provided more effective data sources and investigation opportunities for the urban planning remote sensing monitoring. In this paper, the study of change detection and remote sensing information model in urban planning and construction are carried out, taking the Quickbird and IKONOS satellite remote sensing image as the main data sources. Through the analysis of urban planning remote sensing monitoring business, the remote sensing data sources and processing for the study are identified. For high-resolution multi-spectral remote sensing image characteristics, the paper introduces a number of commonly used image processing techniques and proposes the improved wavelet fusion algorithm. Based on the urban planning remote sensing monitoring characteristics, the object-oriented change detection, information extraction and classification methods are put forward. An Object-oriented remote sensing information model has been developed, and applied to study the spectral and spatial characteristics of the monitoring objectives by use of a model of remote sensing applications. In respect of the monitoring system design, the GIS monitoring analysis method based on web services is proposed.
