The western development strategy has been implemented in practice in China. For this reason, Gansu Province has become the key area of development and construction in the 21st century. However, the eco-environment, which supports the resource development, is extremely fragile. In this region, the survival and living environment is extremely bad, and frequent natural disasters restrain the utilization of resources. Therefore, the fragile environment has become a principal problem that restricts economic and social development of the whole district. In order to implement the western development strategy, it is a primary problem to set up the ecological security system that ensures sustainable development of regional economy society.Therefore, as for Minqin of Gansu Province, the typical arid area of the western China, it has important significance to analyze and research ecological security evaluation, warning and controlling. The reasons are as follows:firstly, choosing the tactics of ecological construction of Minqin will be more accurate and scientific. In addition, the government department can grasp the change of ecological security, and then make controlling and administration measures in time. Finally, it is an effective strategy to develop western regions, build ecological environment and ensure ecological security.The main purpose of this study is to provide scientific basis for policy-making departments, through theoretical and empirical analysis of pressure subsystem,states subsystem, and response subsystem impacts on the ecological security. From contents and the main features of ecological security, this paper firstly, reviews the main progress in domestic and international ecological security, and systematically organizes domestic and international ecological security evaluation. Then, natural resources and social economic development of Minqin have been introduced. The paper studies the characteristic of ecological environment in Minqin and existing problems, and analyzes the changing tendency of the ecological environment. In order to realize sustainable development of Minqin, the mean value of WTP is used to evaluate the valuations of the ecosystem service. Then, based on the formulation principles of index system, the major criteria and reference criteria, the ecological security evaluation index system containing 24 specific indicators is established and its index weight is estimated by Analytic Hierarchy Process (AHP). Next, the method of neural networks and statistical data has been adopted of Minqin from 2000 to 2009 to forecast 24 pieces of ecological security indexes and analyze the development trend of ecology safe status in Minqin in five years. At the same time, we have used the degree of pressure subsystem,states subsystem, and response subsystem to calculate the safety degree in the future 10 and 5 years, and analyze the developing trend of ecological security. Finally, on the basis of control of ecological security subsystem and sensitive index, how to improve the local ecological security status with the economic and social development has been discussed, and how to coordinate the relationship among pressure subsystem,states subsystem, and response subsystem has also been discussed, and policies have also been suggested.Study results show that the adjustment of irrational input structure of agricultural production has negative influence in some areas, but the positive influence is still significant in the whole level. Population is no longer the negative factor for improving ecological security. And with the improvement of population quality, ecological security could improve. Increasing rural socio-economic development level, the ecological security could be improved, but in some poor areas the pressure on improving ecological security still exists.The proper policies and measure should be effectively implement, which could improve ecological security directly and significantly. The ecological construction investment has strong relationship with ecological safety.To coordinate the relationship between socio-economic development and ecological security of Minqin, this study has mainly reached the main policy implications of the conclusions, including the following aspects. Firstly, irrational input structure of agricultural production adjustment should be strengthened, and optimal adjustment within the various industries also should be promoted in order to alleviate pressure on resources, reduce resource damage. Secondly, population quality also needs to improve further, and people's awareness of the importance of ecological security should be corrected. Thirdly, with the increasing of forest coverage, we should consider it from the system level and the whole basin, in order to minimize the negative effect to state subsystem in some extent. Fourthly, poverty alleviation actions should increase in poverty-stricken areas, especially in those poor areas which are worsen in desertification, improving the farmers'living conditions in order to reduce their dependence on resources. Fifthly, in the formulation of ecological security policy process, the state should pay more attention to the various subsystems and total system. Sixthly, the efforts of increasing ecological construction investment should continue, to provide adequate financial support for improving ecological security directively and effectively.
