Measurement technology has taken a very important role in research and production. Measurement, material and process are the three supports for the improvement of modern technology. ''No measurement, no science" is a scientific conclusion drawn after longtime practice. World has come into information era, Qian Xuesen, the famous scientist said: 'Information technology includes measurement technology, computer technology and communication technology, and measurement technology is the key and base". New requirements have been brought forward by the improvement of new scientific technology, which continuously accelerates measurement technology to higher level. Great changes have been made in measurement system in all direction with the improvement of new measurement technology; Research on both method and basic theory of measurement system analysis (MSA) has become more and more urgent. Research works have been done on not only the methods of MSA including metrological properties and reliability analysis, but also the theory and evaluation method of dynamic uncertainty based on the analysis of the current theories of MSA, reliability analysis and uncertainty analysis. Some innovative ideas and achievements are presented.Deficiencies have been found in the applicability and error analysis of current MAS method on the metrological property analysis, and current method of reliability analysis is also found hard to performance, which makes the performance of reliability evaluation of measurement system stay on formalization. The function of metrological transformation-the most important characteristic of measurement system is not considered in current reliability analysis, which makes metrological property analysis and reliability analysis of the measurement system totally separated from each other. Based on it, a new idea of applying measurement uncertainty to MSA is presented to connect metrological property analysis with reliability analysis, which presents a new idea and a more scientific method for MSA. Based on the dynamic characteristic of measurement system and the analysis of the relationship of metrological property and reliability of measurement system, an even new idea of applying dynamic uncertainty to MSA is presented to give a new scientific way and method for dynamic analysis of measurement system.Research works have been done on the theory and method of equality design for measurement system based on the analysis of invalidation theory of measurement system. New equality design method is presented to design the measurement system obeys the rule of making the duration from the earlier normal state to ultra-limit state of each function unit and its components equal. It presents academic support and instruction to evaluate and choose optimum measurement system. The analysis of uncertainty has been brought forward from static to dynamic based on dynamic characteristic of measurement system, which makes the analysis of uncertainty more objective, accurate and scientific. The sources of uncertainty components are analyzed through the analysis of the mathematic model of measurement system. Furthermore, the change of measurement system bias is pointed out as the main reason which leads to the dynamic change of uncertain with the research on the element of dynamic uncertainty combined with the research of the law of metrological property variation of measurement system. It makes the academic model of dynamic uncertainty available.Analysis of the academic model of dynamic uncertainty is done with modern advancedmathematic theory. Grey model GM(1, 1) is presented to establish the prediction model of dynamic uncertainty after the analysis of the advantages and disadvantages of the mathematic models commonly used in dynamic analysis, such as: regression model, time-sequence model, neural network model and gray model. It is proved by the experiments that the prediction model of dynamic uncertainty established above has good accuracy. It makes a good balance between accuracy and compl...
