With the implementation of 'Transmit Electric Power from the Western China to theEastern China' stratagem and gradual forming of the Chinese united power system, thelarge generation unit installation, the extra-high voltage transmission network, longdistance large capacity AC/DC mixed transmission will become the main features of thepower system in our country. Effectively operate and control such kind of complex powersystem will face different kinds of difficulties. Due to the occurrence of the seriousaccidents all over the world, traditional power system monitory and control system which isbased on the asynchronous mode will not be adequate. People are looking forward to seeingthe appearance of more powerful and more advanced power system distributed wide-areasynchronized parallel processing system, so that the problems which have long puzzled thesafety and reliability operation of the power system can be solved. On the other hand, modern achievements in both science and technology provide a new way to solve theseproblems. This thesis aims to develop such kind system by use of those achievements tomeet the requirement of future electrical power systems. The thesis starts from the analysis of the so called "local priority" problem and itsnegative effects on the power system reliable operation, which is widely existed in thetraditional power system monitory and control system. In order to solve this problem, thethesis proposed an idea of forming a power system DWSPP system. To evaluate thefeasibility and the effectiveness of the system for its performance to deal with the real-timemonitoring, a synchronous mapping description method is developed. The method is usedfor the above mentioned processing system. Also, its effectiveness was evaluated by thedistributed system theory. Based on the description for the significant of the power system DWSPP system andits characteristics, the thesis proposed a scheme to realize the power system DWSPPplatform. Details of practical implementation for the proposed platform are also discussed. The platform is developed based on the GPS synchronous timing system in a wide-areadistributed form and a synchronous operation mode. The high speed data transmissionbetween separated situated components has been solved. With the realized platform, it isable to fully utilize the computer resource of the overall power system. With the help of the IVplatform, the problems facing the synchronous monitory and control of large scale complexpower system can be solved. Details of the structural configuration, the operationmechanism, the communication scheme, the data communication and related componentsused to form the platform are all given in the thesis. As one of the most important part of the platform, the problem of realizing thewide-area synchronous time service system is investigated at first. The GPS synchronoustime system is introduced and its principle is analyzed. Based on these, a wide-areasynchronous time service system based on the GPS time service system is developed. Thissystem has been successfully used in the DWSPP platform developed in the thesis and itseffectiveness has been verified. Details of system configuration, the scheme for therealization and the measures used to improve the precision and the reliability of the timeservice system are all given in the thesis. The synchronized measurement of the phase variables in the large scale power systemand its implementation are investigated with the emphasis on the power system abnormaloperation conditions, such as the operation mode changes, the swing conditions and thefault conditions. Variations of the bus voltage including the frequency, the magnitude andthe phase in such conditions are discussed in details. In order to increase the precision ofthe measurements in different power system operation conditions, the thesis analyzed thebasic principles, the error of the measureme...
