This dissertation, which comprises three parts, focuses its emphasis on the traffic assignment theories and approaches for road network programming and intelligent transportation system. In part 1, the comprehensive evaluation system for the property indices of road network is described briefly. A new algorithm, which is called cutting link method and suitable for computer programming, is put-forwarded for how to determine the maximum capacity of a given road network with constrain of link travel ability. Meanwhile, as there are no control, stopping sign control and traflBc signal control at ordinary intersections in general road network, the regulation for determining the specific control mode at the Y-intersections is established. Besides this, part 1 also does some research on the car-following phenomenon, and the obtained results are to provide theoretical support for automatic driving of automobiles. In part 2, the theories and approaches for road network programming is discussed. As to the user optimized equilibrium traflBc assignment model, conceptions of the dissimilar route and the complete dissimilar route for the same O-D travel are defined, and taking the route volume as variable, a efficient algorithm, which is in accordance with Wardrop First Principle, is given. Considering that in reality, most of the travelers choose their traveling route depending on the empirical information about the road network they got in past, the non-equilibrium traffic assignment model is established based on Markov Chain. The principle in this type of traffic assignment is that the shorter the route, the greater the choosing ratio. At the same time, an algorithm for this traffic assignment model with a given O-D matrix is obtained by defining the generalized O-D travel route. In part 3, the foundational theoretical issues in intelligent transportation system are discussed in details. Based on the inherence property of link resistance function, the discrete state equation of dynamic traffic assignment with the standard norm...
