With the development of our national economy and the improving of the civilian living standard level, the car has been popular for every one. The problem of urban traffic is increasingly serious. So it is urgent for all of us to solve this problem by adopting modern scientific technology and intelligent method.Urban traffic system is a giant system with randomicity, complexity and uncertainty. It is hard to build mathematic model. So the intelligent method such as fuzzy control, neural networks, GA must be adopted to solve the traffic problem. Building effective intelligent transportation system is the goal of the present researcher. Intelligent transportation system is an integrated accurate and effective traffic management and control system which was built by adopting advanced information technology, electrical communication technology, auto-control technology, computer technology and network technology. It consists of many sub-systems and these sub-systems get in touch with each other. With the help of system base technology, the data and information was collected. Then the information can be sent to everyone who needs to be guided to his destination. The going car is safe and it exhaust least time. Many research institutions have been built in Japan, America, Europe and Australia. Our government has also known the importance to study ITS. So the governors gave emphasis on this side recent years.This paper has developed a new method to manage the urban traffic system according to the study on traffic flow principle. The main idea is "real-time forecasting traffic flows, micro-controlling the traffic flow in the nodes, midi-coordinating the offset between every node on main road, macro-guiding the going car to find the optimal road in traffic network". In one word, a new optimal model of the shortest road in traffic network should be built which considered the time waste in the node.
