Small city heating has got gigantic achievement in our country, but there exists outstanding problem. Carrying out pertinent research and analysis on this problem and finding effective solving is not only closely related to our country the people bag and the housing conditions improvement, but also to the economic growth pattern and the realization of sustainable development strategic objective.The questionnaire investigation and the measurement of indoor temperature and humidity are firstly conducted in such six typical areas in China. The statistics are also represented for analysis of the correlation between residential energy consumption and other six factors.The questionnaire survey revealed the current situation of heating supply and winter indoor living environment of local existing condition. Secondly, As the example with six small cities at county level of different regions of our country, this dissertation utilize the social cost calculation model set up in the dissertation, have carried on the analysis and research of the economic and environmental index to eight kinds of common heating systems at present. Then, the optimization scheme of the heating patterns follows from results studied in small cities, the fundamental technology route and governing principle of small city district heating are also brought forward.Dissertation Part II leads into the concept of self-tuning control according to changeful, not easy real-time control characteristic of heat process. Three control patterns of household metering heating system are firstly analyzed, then the dissertation introduces adaptive Cascade Control pattern which temperature of return water is main parameter, water supply pressure is subsidiary parameter, main adjuster is self-tuning control. In order to verify feasibility and validity of the control pattern, the dissertation separately establishes the theory model and experimental model of household metering heating. Thus the dependability of the model is proved through the comparison of difference of model output and measured output. Secondly, the dissertation derives the structure of the generalized minimum variance controller. Based on this structure, the dissertation presents two self-tuning algorithms, the explicit algorithm and the implicit algorithm of the generalized minimum variance. Thus this dissertation regards secondary circuits of household metering heating system as the research object to prove the validity of each kind of algorithm through artificial experimental results. Have testified self adjustment under the control of having the change adapting to big range of image parameter, have had an effect on improvement of the characteristic property controlling the quality importance.The dissertation in the last chapter proposes the adaptive robot controller of a kind of neural network. In order to reach the high-accuracy real-time control to the really non-linear system, the controller utilizes the learning ability of the neural network and the ability that shines upon non-linearly to solve traditional self-tuning model's distinguish online and controller design problem online.
