Traffic is very important for development of society and economy. With the development of society and economy, the increase of retain number of automobile and level of mobility for freight, traffic demand is increasing. At the same time, people's demand for safety, comfort and environment is rising. In order to adapt the development of society and economy, related government sectors have invested a mount of money to the traffic construction. However, due to little thinking of the needs for resources and the impacts on environment, traffic development is not a sustainable development. Traffic is still the limited factor for economy development and people's living level improvement and it destroys ecological environment severely.Strategic Environment Assessment (SEA) is the application of Environmental Impact Assessment (EIA) on strategy (law, policy, program and plan). It is a systematic and comprehensive assessment process for the environmental impacts of the government strategic decision and its alternatives. It can provide EIA support for the establishment and implement of a government strategy. According to"EIA Law of the People's Republic of China", some plans (for example, traffic plan) must be done EIA. For the sake of doing traffic plan EIA effectively and realizing traffic sustainable development, at one time, improving and perfecting theory and method systems of SEA thereby making them can be applied to different levels strategies availably, it is need to do researches on theories and methods of traffic development strategic environment assessment and conduct some related case studies.The content of this thesis is as follows:Firstly, background and sense of thesis selection are summarized; domestic and overseas study progress of SEA is reviewed and concluded; and development character is introduced; traffic development SEA in China and in the other countries is assessed and prospect of future of traffic development SEA is put forward.Secondly, some theories, such as regional development strategy, urban traffic sustainable development and traffic design and assessment, strategic environmental assessment, traffic environmental capacity, environmental cost-benefit analysis and extentics, and their applications in traffic development SEA are discussed.By the numbers study of the work procedure of traffic development SEA, the method classify of traffic development SEA is introduced with examples; after that, strategic failure analysis of traffic development SEA methods application is made and the conclusion is that the systematic integration of methods is need.The last part of the thesis is case study. First of all, the basic conditions of implementing traffic development SEA in Jilin province are analyzed and evaluated. Then, the traffic plans of Changchun City and Jilin City, the two largest cities in Jilin province, are chose to be the aims of case studies. For the case study of Jilin City, the study point is systematic integration of methods. And the one of Changchun City, the study point is the designing, making, optimizing and comparing. Both cases can benefit the improving of theory and method systems of traffic development SEA, and help making decisions scientifically.
