In rainy and humidity regions, Surface Waterlogging and Subsurface Waterlogging (SWSSW) often accompany each other, and occur frequently, it is a great influence upon the crops, a key for agricultural development is to improve land drainage condition and to implement effective management in land drainage. According to the regional agricultural practice a great deal of investigated researches and experimental researches were carried out and these researches were around the problem of crop drainage. Through study the paper try to put forward new drainage indices with a definite theoretical basis and practical value for crop, to explore the theory and techniques for land drainage control, and to supply a good service for agricultural practice.Based upon an analysis of the regional environment, the paper pointed out that water management of farmland is a critical to improve soil and water environment of Jianghan plain; in viewpoint of flood control within watershed, SWSSW control in a cropland level, and reduction of influence of agriculture on water environment, the construction tasks of irrigation and drainage system were made clear, and the system reflect a character of agriculture region with a lot of wetland.The regional character of rainfall was revealed by analysis of rainfall natural properties and combining local reality in crop production, based upon the earlier research and requirements in agricultural production, meteorological analysis and other integrated analysis were used to study the waterlogged problem of cropland. By annual information analysis, the character of raining process which may bring to waterlogged disaster was pointed out, the waterlogged distribution within a year and different years in the studied region was revealed, and raining circumstance was systemically studied in different angle; the traditional method based upon rainfall for waterlogged diagnosis was analyzed and then an improved method for rainfall analysis was put forward.Based upon annual accumulation in research and a great deal of information supplied by experimental bases, the four-lake watershed as well as Jianghan plain in Hubei province was regarded as major background in study, the character of groundwater and soil moisture dynamic in a farmland were as focal points to be studied in agricultural regions with wetland; under the shallower depth of groundwater below land surface, the relation was revealed...
