Level, Influence And Development: A Study Of Jiangsu's New-Tapy Rural Cooperation Medical System

Most people of China live in the rural area at the present. The conditions of the peasants'health are concerned after the traditional system was disintegrated. The peasants see a doctor mainly at their own expense. Because of low income the peasants can't resist the risks of serious sick. It is common that sick leads to poverty. The central government regards that the new-tapy rural cooperation medical system will meet the needs of the peasants and put forward to set up this system until 2010. The Development of JiangSu's new-tapy rural cooperation medical system is advanced in China. At the present stage, relative government departments judge that the system is sound and achieves remarkable success. The government believes that the supply of the system will improve the peasant's medical welfare, for the needs of the peasants exceed the supply. The government will have such a high estimate about the good of the system that can't treat reasonly it. This will damage two sides. For the new-tapy rural cooperation medical system is the government's beheavior from the higher level down to the lower level, the subordinate organizations pander to the higher level. It leads to the tendency to concentrate on quantity alone and ignore the practical result.In order to estimate the social and economical effect that the system has producted, this paper studies JiangSu's new-tapy rural cooperation medical system from the three aspects of security level, real influence and future development. It is the purse of the research that the policy damaging the peasants will be eliminated.This paper adopts the techniques of mathematical model of welfare ecnomics and sampling to estimate security level and real influence of JiangSu's new-tapy rural cooperation medical system. History analyse, reality analyse and future analyse are adopted also to forsee the future development of China's rural medical security.Firstly, in order that the level of JiangSu's new-tapy rural cooperation medical system suits productive forces and other aspects for the period, this paper calculates and analysis its level and degree by interrelated indications and models. The reasonal limite of JiangSu's new-tapy rural cooperation medical system is 2.65%-9%. But the actual level is 0.13%. The Level of JiangSu's new-tapy rural cooperation medical system is lower than minimum. It indicates the supply level of the system is scared. In order to reach the moderate degree of the system, the equilibrium tactics should be adopted through the income and expenses of the fund. It will effect mutually good influences between the system and society, economics and realize the sustainable development of Jiangsu. This affords the leaders and relative government departments of Jiangsu useful reference.Secondly, this paper adopts the techniques of stratification sampling to study the real influence of JiangSu's new-tapy rural cooperation medical system on peasants through the survey in SuZhou, NanJing and XuZhou. The result of Our investigation is that the influence on the peasants' medical expense, consume ,saving and health or so is not clear. The peasants' attitude to the new-tapy rural cooperation medical system is different from the government's expect and information. This should bring to the government's attention and discussion. In order to insure the healthy development of the system, the reasons should be found and the system should be reformed. The rural medical security is a systematic program. The new-tapy rural cooperation medical system can't achieve remarkable success alone. It is useful for the government to treat rationally the new-tapy rural cooperation medical system from the example of JiangSu.Finally, a study of the future development of China's rural medical security. The new-tapy rural c00peration medical system is different from the traditional system, medical social insurance and general corporate organization .It is useful to make a systematic study on the development trend of the international rural medical security. At the present stage, the government supplies the medical security for the peasants by the new-tapy rural c00peration medical system. But the system is facing the challenge of social change and ageing. The peasants need more and better medical security.
