Liuxie put forward the theory of “Qiguan” in his book Wenxindiaolong ﹒Zongjing, and Kongcongzi and Shangshudazhuang also had the same recordation about the theory of “Qiguan” from Confucius. There are some different recordation between the two books. For the sake of consistency, this paper adopts the name from Shangshudazhuan.From “A theory of benevolent from Yaodian”, we can comprehend the resigning sovereign authority from Yao to Shun, and the virtue of the court officials. In Yaodian, it includes a lot of ideology, for “Zhonghewangdao”, “follow the mandate of heaven and comply with the popular wishes of the people”, “respect virtuous man and cautious punishment”. Gaoyaomo recorded the speech about how to be a King Gaoyao telling Dayu. Gaoyao considered that the King must have the wisdom of “Zhiren” and “Anmin”, and Gaoyao bring the theory of “nine moral integrity”. Du in Hongfan reflected the dynamic balance, and grasping the principle of proportionality is in accordance with the “Zhong” thought of Confucius. “Five written admonition” reflected the hardship of ruler in early Zhou Dynasty and the concern for the common people. Also it told how to be a King with the basic ability and quality and it become conscious of the policies to appease the people of Yin Dynasty. Fuxing, also called Lvxing, involved legal aspects, including the objective of punishment, five criminal law and the principle of punishment. Fuxing included the thought of unbiased and moderate penalty. “Shi” is the oath before the war, which explains the sense of justice in the war, so Confucius posed the thought of “six Shi”. Yugong records the achievement of Dayu administering landscape, and from Yugong, people can master the governance of the country.Confucius’ Shangshu thought had a profound influence for the Confucian doctrine, especially for the Han Dynasty Shangshu Xue. Confucius’ Shangshu thought implicit in the cognition of Shangshu and the practice of employing Shangshu. From some kind of meaning, Confucius teaching thought had the organic combination of political thought in the book. “Qiguan” theory in fact is the basic idea of Confucius’ political philosophy and is the core part of Confucius’ ideological system.This paper excavates related materials through searching literature in past dynasties to interpret political philosophy and the important influence of administering a country for the governor from “Qiguan” theory. Meanwhile, it will offer help for the social construction and political construction at present.
