From the history of the Chinese Communist Party’s point, Yanan period generally refers from October 19, 1935 the Central Committee of the Communist Party came to Northern Shaanxi Province to March 23, 1948 the Central Committee of the Communist Party crossed the Yellow River left Yanan for 13 years.Comparing with the foundation of CCP more than 90 years history and the foundation of PRC more than 60 years history, this period is not long,but which left a red-letter in the memory of CCP.As an witness to this history, Comrade Mao Zedong once affectionately said: "Yanan was standing point after the Long March and starting point of Anti Japanese War, without it, the CCP would be failed. " "Yanan and the Shaanxi Gansu Ningxia border region made a big contribution to the Chinese revolution and the people of the whole country."CCPS’s professor Li Junru once said: CCP is a party which has a long history and rich experience. If we want to study the ruling law of the CCP, an important task is to study the reigh history and historical experience which could provide And on this basis,we could make a further research about the new environment, new problems and new situation facing today,which we called ’deepening’,and only this we can called it ’deepening’.From the angle of the reigh history, to sum up the ruling law and experience and on this basis to make further research about the new environment, new problems and new situation facing today that CCP facing today and finding enlightment and experience. Learning from history which is practical application value of this paper.Starting from the concept and connotation,This paper build a relatively complete academic research framework from party and people, party and public power, party own construction three angles based on party identification theory, public power theory and party system theory. Through empirical analysis of the Shaanxi Gansu Ningxia the border region,this paper study and explore the CCP’s ruling law in the period of Yanan and summarizes the historical significance and inspiration to modern society.The thesis consists of introduction, six chapters of the text and epilogue.The introduction part briefly illustrates significance and value of the selected topic of this paper,expounds the current progress in the study of this topic in academia,and introduces the research ideas and research methods of this paper,and fundamental theory.The first chapter analyzes the ruling history and activities of CCP in the Shensi Kansu and Ningxia border region.Firstly, it analyses the definition and the connotation of the ruling laws of the party and the period of Yanan, Shanxi Gansu Ningxia border region,partial rulling.Secondly, the paper introduces the governing law of Western capitalist countries and the Soviet Communist Party Finally, expounds the history of the Chinese Communist Party’s ruling law in the Soviet period。The second chapter analyzes combining history with theory the CCP trying to obtain performance recognition by vigorously developing the productive forces, obtain value identity by developing the national, scientific, popular new democratic culture, benefit identity by representing and safeguarding the fundamental interests of the broad masses from the perspective of party and people based on party identification theory.The third chapter mainly analyzes how the CCP trying to build a standardized and orderly operation of public power mechanism based on the public power theory, with the relationship between Party and public power as the perspective, from the power structure, power operation, power regulation,power objectives four aspects.The fourth chapter mainly analyzes how the CCP trying to improve the party’s leadership and social cohesion by strengthening the party organizations at the grassroot, improve the system construction of the party by strengthening the construction of democratic centralism as the key point, enhance the party organization’s ideological cohesion and organizational cohesion by continuously pushing forward the marxism in china from the three dimensions of adaptability, autonomy, cohesion, in the perspective,of party own construction based on party system and the adaptability theory.The fifth chapter analyzes the contradiction between CCP in the Shanxi Gansu Ningxia border region in the governing process. And the article thinks that there existing contradictions between revolutionary laws and the laws on governance in CCP’s Yanan period.Firstly, distinguishes conceptions of the revolutionary party,the rulling party and the lead party;econdly, analyzes the identity of the Communist Party of China; finally analyzes contradictions in CCP’s governering progross from management and social mobilization, democracy and centralism, tradition of politics law and Judicial regularization,as well as the revolutionary party leadership system and party leadership system four aspects.The sixth chapter studies the historical significance,rulling characteristics and inspiration respectively of CCP’s ruling at the Yanan period.
