Synthetic Literati Control: A Challenge To Huntington 's Military - Political Relations Theory

This dissertation proposed a new alternative conceptual framework on the basis of testing and analyzing the problem of Huntington’s idealistic civil-military theory, and this paper considers that the crux of Huntington’s theory is that he removed the state formation process, and due to this, he can’t explained the cases that have state formation process, therefore, when the "state formation" variable is considered, all the content of the design of Huntington’s objective civilian control are inconsistent with the actual situation. Taking the "state formation" into account, this study proposes a conceptual framework of joint civilian control,and different from Huntington’s objective civilian control which seeking control over the military power via minimizing the power to the lowest level, the joint civilian control forms controlling over the military power no matter it is raising or declining, and avoid the civilian’s relatively excessive capacity problem in objective civilian control. By providing the conditions such as the subordinate relation between officer corps and political civilians, the quality of joint profession skill of the military corps, the joint civilian control fits force concentrating thus achieves the formation and accumulation of the military capabilities that works,this has challenged Huntington’s military professionalism maximizing model which can forms military strength but cut no ice with military capabilities.By applying research methods such as the social-structural analysis, process tracing method, the causal mechanism occurring method and so on, this study have tested the new conceptual framework using the case test, and the case examination indicates that the new conceptual framework passed the Germany case test, Japan case test and the United States case test in a cursory way, and the Chinese army cases test in a more fine process.
