The past 20 years, energy and environmental problems have become issues and hot spots of China’s industrialization process.China’s current pressure from energy-saving and emission reduction is extremely arduous, which may be mainly reflected in four aspects:Increasing energy demand makes the supply and demand conflict aggravately; Lower energy efficiency brings lots of energy waste; The unreasonable coal-based energy structure causes environmental pollution worse; industry, in particular the rapid development of heavy industry deteriorates the relation among economic development, energy consumption and environmental protection.Energy conservation and emission reduction become a necessary measure to solve these problems.This dissertation,which aims to study the Efficiency of Chinese Industrial Energy Conservation and Emission Reduction (to simplify ECIECER) as the main clue, combined with the productivity theory, externality theory,public goods theory,the economic growth theory, the sustainable development theory, Cycloid Economic Theory, uses the non-parametric method of Data Envelopment Analysis (DEA) and Directional Distance Function to measure and evaluate the ECIECER of china’s different regions and different industrial sectors, then employs the econometric model which incorporates explanation variables to measure each one’s contribution to the diversity of ECIECER, so as to provides scientific basis to some extent.The paper is to focus on the measurement and factors analysis of ECIECER, not simply to introduce the experience of developed countries.Firstly, In Chapter 3 reviews the pressure China’s industrialization process from energy shortage, environmental pollution and international issues of global warming to bring pressure on China’s future development, includes that China’s industrial energy conservation and emission reduction is urgency and necessary.Secondly, due to energy conservation and emission reduction being of the charateristics of public goods and negative externalities, there is market failure in the practice, therefore, energy conservation and emission reduction need the Governent to act, while, the most important implementation is enterprises. In chapter 4, based on the micro-enterprises perspective, we use the Hotelling model to analyze how Government policies affect the choices of enterprises’ production, In addition, further analyzes how the firm’s own characteristics, such as firm size, ownership structure, product market and the listed status affect the performance of enery conservation and emission reduction.Thirdly, on the bisis of measuring and evaluating ECIECER, we analyze empirically the factors. In chapter 5, we use china’s 28 provincial-level panal data from 1999 to 2008 to measure and evaluate ECIECER, with the efficiency model constructed by DEA. Then, in chapter 6, by using china’s 36 industrial sectors from 1999 to 2007 panen data, we estimates ECIECER of various sectors.In the end, we focus on the potential energy saving and pollution reduction from industrial sectors, especially, the key sectors such as electricity, steel, chemicals, building materials, etc.In chapter 7, we use china’s 39 industrial sectors from 2005 to 2007 panel data to estimate the efficiency,the potential of energy conservation and emisson reduction of each sector, the result shows that china’s sector effiency is somewhat low during 2005-2007,and there is big potential of energy saving and pollution reduction,in particular, the key sectors.Then in chapter 8, we further analyze the present situation,existing problems on the key sectors such as electricity, steel, chemicals, nonferrous metals, building materials,and gives some advice.
