The housing policy is a key component of a nation’s social and economic policies. This paper, for the purpose to provide the decision-making evidences for the government, which has deeply analyzed and discussed the housing policy making principles, explanations of the policies and measures and evaluation of the policy effect and further presented the suggestions and measures for perfecting China housing macro policy and promote the housing development. This paper is divided into eight parts to analyze the housing problems in China.In the introduction part, it mainly describes the background, purpose and significance, which also identifies the basic concept and research scope of the research. Then it reviews the abroad and domestic literatures of real estate. The end of this part brings out the main content, structure and research methods and innovation of the paper.The first chapter deals with the basic theories on the housing problems. Through the main ideas of the market, distribution, management and regulation on housing, the chapter elucidates the basic theories of correlative residential problems:equilibrium theory, the relationship between the government and the market and rural integration theories.The second chapter analyzes the historical process and macroeconomic policy of residential and industrial development in China. The chapter systematically analyzes the residential real estate in four stages:the welfare lodgings stage, the reformation of the housing commercialization stage, the comprehensive commercialization reformation of the housing industry’s rapid growth stage, the construction of housing indemnification strengthened and development of healthy and stable housing market which carried out simultaneously stage. Then it discusses the main problems and its cause of housing market.The third chapter is the international comparison of macroeconomic policy. The chapter analyzes the basic content of regulating macro-policy of housing on the United States, Japan, Singapore, Hong Kong and other countries and regions domestic and their regulating tools and policy characteristics. In addition, it analyses them from our areas of macro-policy, such as housing security, land, tax, finance. Therefore, it gets some ideas from the analysis for residential status of the real estate market in China.The fourth chapter is the housing market analysis. The chapter studies the transmission processes and effects on residential market in the tools of macro-regulation policies from housing security policies, land policies, monetary policies and taxation policies. By the analysis of relatively regulatory tools, it creatively exploits that the housing security policy not only protects in low-wage workers in basic living conditions, but also plays the stable roles in the entire housing market and housing consumer, so that the housing security policy is a key factor which is decisive on the national housing market and housing consumption.The fifth chapter is about the current situation and discussion of China’s housing problem. Based on differentiating the development state between China’s domestic consumption and housing industry, it can be considered that China’s current consumption level of residents and the level of development of the housing industry should be in a period which is in a number of growths oriented and the incremental stages of overlap with the quality and quantity of mixed development. The main cause of the problem of current housing market and housing policy in China has been analyzed. After combining a variety of studies through the use of theoretical literature, historical analysis, international comparison, macro-control tools of the housing market for analysis, quantitative analysis method. It considers that the residential real estate is divided into commodity and support housing. The shortage of government in the provision of housing security responsibilities and the lack of a sound efficient housing guarantee policy are key reasons of the housing price "more controlling, higher price" at the present stage in China’s macro-control housing market.The sixth chapter is about the macro-control policies, measures and recommendations for China’s housing market. From a legal level, housing security policies, land policies, monetary policies, taxation policies and so on aspects, it advances some corresponding policies and strategies to improve the housing market in China and it includes nine aspects:setting up the appropriate housing target for everyone, emphasizing the compatibility and systematic among the policies, speeding up legalized processes of housing of half property right, cutting off the channels of supportability housing market-based, strengthening the law studies of the residential real estate industry, speeding up the application of systems on the property tax and estate duty, perfecting the managing systems and operating mechanism of supportability housing and establishing and improving individual credit system.The seventh chapter includes the conclusions and prospects.
