The Research Of Unified Medical Insurance System Construction In Jiangsu Province

The relationship between urban and rural areas has experienced four procedures ofwhich cities grew out of villages originally, isolated, then opposed from each other, andintegrated finally. The developed countries have experienced all procedure and finished theintegration of urban and rural areas basically. Integration of urban and rural areas is a newtheoretical result which foreign dual economy structure theory and the specific realities ofour country have combined. The integration of social security, especially medical insurance,is the vital part of the integration of town and village. Medical insurance is one key part ofour social security. It has a very positive job in ensuring the general public health anddispersing medical cost. It will make the social security more complete, achieve the equaltreatment of general public, eliminate the gap between town and village and remove theunfair in different industries. It also helps the peasantry enjoy the same civilization andtreatment as townspeople. From the medical’s own way, we need to change the medicalinsurance from plural medical insurance to unified medical insurance.It is very an obvious binary base in Jiangsu province medical insurance. Today’s urbanemployee basic medical insurance、urban resident basic medical insurance and new ruralcooperative medical scheme all cover part of its own people. The difference between theseinsurance is so huge that it is very difficult to unify them directly. This essay proposes asolution based on these backgrounds. After I read related historical articles, research thecurrent medical insurance policy in our country and study advanced ways in foreigncountry, I proposed a solution funded by person payment, enterprise reimburse, andgovernment subside and connect the personal fund and social fund. Based on urbanemployee basic medical insurance、urban resident basic medical insurance and new ruralcooperative medical scheme, we can unify the current policy, reduce the difference andabolish policy border. Finally, we will build a new basic medical insurance covering all people. Meanwhile, we can prove its possibility from multiple disciplines by normalizing,comparing, instancing, model forecasting and delicate calculation. After all, I propose aunited medical insurance covering all people in Jiangsu province to resolve medical issues.The new ideas of this paper include:First, contents intact, I make a new summarize to the current situation of medicalinsurance system based on history and world experience. This paper analyzes the statisticsdata in Jiangsu, China and all worlds, and makes a detailed compare to medical insurancesystem of all models.Second, method innovation, this paper researches the features of medical insurancesystem in Jiangsu Province, and show the giant hidden debt when the current medicalsystem is designed. Based on vector auto regression model, this paper analyzes the relationbetween the urbanization, gap between urban and village, and the unified medicalinsurance system, and calls for the necessity of reform current medical insurance system.Third, data prediction, this paper researches the medical insurance system of threecities in south, median and north of Jiangsu Province. Based on auto regression integratedmoving average model, this paper analyzes the possibility of the unified medical insurancesystem in Jiangsu Province, and calls for the renovation of medical insurance market, andproposes the new idea to unify the medical insurance system.Forth, maneuverability, this paper analyzes the difficulty to unify the medicalinsurance system and proposes the idea of government policy to solve these issues.This essay focuses on the construction of medical insurance system in Jiangsuprovince. It includes5parts and10chapters.First part, which includes chapter1, chapter2and chapter3, is foundation research.First, it elaborates the background, reason and goal, related research in the world, contentand creative ideas. Second, it clarifies the concept of medical insurance, and does theresearch about current social security theory, such as Economics of Welfare、Public GoodsTheory、Economics of Information and Economics of Health et al. Third, it summarizes andreflects on the characteristics and inadequacies of the medical insurance system in foreigncountries.Second part, which includes chapter4and chapter5, is analysis the problem ofcurrent situation. First, it elaborates the history and future of Chinese Medical insurancesystem both in town and village. Second, it analyses the problems of Jiangsu current systems, and proposes the process and goal of medical insurance reform. Third, I analyzethe current date of medical insurance system in Jiangsu province and then evaluate therelation between unified medical insurance system and income distribution andurbanization. I predict the debt of current medical insurance funds.Third part, which includes chapter6and chapter7, is prediction. Firstly, it analyzesthe history, method, feature and difficulty of three main models in Jiangsu province, andshow the experience for the next step. Then, I proposed a suggestion to construct a unifiedmedical insurance medical system after I analysis the combination of basic condition,reasonable option and model research.Forth part, which includes chapter8and chapter9, is strategy research. I propose thesuggestion of constructing unified medical insurance medical system, which includesdemand request, fund raising, fund management, and restriction mechanism. And I give asolution to join all current insurance system to the unified medical insurance medicalsystem.Fifth part, which includes chapter10, is the conclusion. I summarize the importanceof my doctoral dissertation, and suggest the key point of future unified medical insurancemedical system development.
