Urbanization is the law of human social civilization development, and the ineritable way for social transformation and economic upgrading. Now, it has become a measure of the level of a country or a region’s economic and social development. Through more than30years of reform and opening-up, urbanization construction of our country has reached a high profile achievement, of which, the number of cities of all scales expands rapidly, and urban population continues to grow. However, urbanization is a complicated systematic project. Although the advancement of industrialization and modernization of our country accelerates the pace of urbanization, the overall urbanization of our country remains is in low level. Economic development level of different areas is still unequal. There are many reasons leading to the urbanization lag and extensive development, but in balance, it is the result of the urbanization institutional arrangements since the founding of our country, and it is closely related to the relevant system innovation lag of urbanization. As a result, the systematical in-depth study of various institutional factors which restricting the development of China’s urbanization and its innovation, becomes an important subject of domestic related research.The Pearl River Delta region is in the forefront of China’s reform and opening up. Since1978, it has achieved sustained high speed economic development achievements, created remarkable economic miracle, and the urbanization level has been greatly improved. Great changes have been taken placed of the urban and rural areas face, and it has become one of the most developed urbanization areas in China. On the one hand, the Pearl River delta, as an important region of national urbanization, to provide its experience on system innovation for other area of the country has been widely discussed by the domestic theoretical and practice circle. On the other hand, the Pearl River Delta is also facing new problems caused by new situation of rapid development of urbanization. Under the background of new development, how to explore further improvement of urbanization in the Pearl River Delta, to feature a new development path for urbanization, has raised concern from domestic experts and scholars.In view of the existing system research of urbanization system, most of them are done on the national level, lack of the research on the local situation. In this dissertation we study the new urbanization problems of the Pearl River Delta from the perspective of system innovation. Around this central theme, this article chooses the practical problem oriented logical method, study from the "one starting point"、"three lines" and "three levels", and of which the three main line carry out through the study of three levels. First of all,"one starting point". The local urbanization system innovation practice often faces problems of "supply lag","under supply" and "invalid supply". As the above problems are caused by the imbalance of the system innovation process, this dissertation tries to put those problems back to the process of institutional balance to find the answer and put system balanced perspective as the starting point of this study. Secondly,"three lines". This dissertation stick to problems of "when to innovate","who innovate" and "how to innovate", and use these issues as the main line, implemented in the full-text analysis. Thirdly,"three levels". One is the theoretical level, which probes into the local system needs change recognition in the process of system innovation of urbanization, the choice and transformation of system innovation, and the related mechanism of the three key links of institutional matching, as to provide theoretical basis for the empirical level analysis and analytical framework. The second is the empirical level, which starts with three aspects, namely overall analysis of the Pearl River Delta urbanization institutional arrangements, case analysis of urbanization system innovation practices of Liaobu town in Dongguan city and empirical analysis of the system innovation of certern developed countries. The third is the countermeasures level, based on the previous theoretical and empirical analysis, discusses the countermeasures of system innovation of urbanization in the Pearl River Delta.This dissertation is divided into eight chapters. The first chapter is the introduction, which introduces the research background, research content and method, technical route and train of thought, as well as the possible innovation and shortage.The second chapter is the literature review. Two parts are included in this chapter. First part defines the basic concept of new urbanization, system and system innovation. The connotation of "five in one" of urbanization has been summed up, namely population urbanization, industrial urbanization, land urbanization, social urbanization and ecological urbanization. Corresponding to the above five aspects, defining the main institutional arrangements for urbanization, and choose the household registration system, employment system, industrial system, land system, the social security system as the focus of the research in this dissertation. The second part systematically sorted out the domestic and foreign study about the urbanization system. On the whole, foreign study on urbanization system of our country lack of systemic research while most of the domestic existing researches only focused on the national scale, lack of the research on the local level. Research focuses on the specific system, lack of overall system design and concrete system break through research. Most studies just focused on single perspective of demand or supply, lack of comprehensive study of the combination of "demand-supply". In addition, the existing "government-micro main subject" binary innovation analysis framework is not sufficient to explain the new local urbanization system innovation practice.The third chapter is about the theoretical research. Begins with the research of the system balance, this chapter uses "the central government, local government, and the micro subject" three main subjects as analysis framework, carries on theory analysis on the three key issues:the timing of local urbanization innovation system, the innovation subject and the implementation standard. It provides theoretical basis and analysis framework for the new type of urbanization innovation research system of the Pearl River Delta. One is about the timing of the urbanization system innovation. To master the timing of urbanization system innovation, identifying changes in the system requirements is the first step. As the urbanization system is in the service of the urbanization, once urbanization has changed, urbanization system has to adjust accordingly. Therefore, in this dissertation, we start from the relation of urbanization and the system, trying to identify the system demand of urbanization changes in key variables and the key "inflection point", through the analysis of change in two dimensions:speed and structure. The second is about the subject of system innovation of urbanization. As the innovation subject, the central government, local governments and micro subject share different advantages and disadvantages. In turn, different approaches to innovation should be applied to different system innovation and different stages of innovation. Therefore, in the process of system innovation of urbanization, we need to choose the right means of innovation according to their advantages and disadvantages. The central government leading system innovation is of stock sensibility. It is a kind of radical, compulsive and "top-down" process, but this type of innovation may face "north paradox" problem. Micro subject leading system innovation is in the nature of marginal revolution and incremental adjustment. It is a kind of spontaneous, progressive, and constantly apportions costs reform. It is a "bottom up" innovation, but it may face the problem of "barriers to entry". Local government leading system innovation can be partly overcome "north paradox" and the barriers, but may also face the new problems brought by the "deviation" role. Also, on the other hand, it has to grasp the conversion time of different approach of innovation. Both the central government and local government innovation, face the timing of entry and exit problems, to enter or exit at wrong timing, may have a negative impact on the system innovation. Third is about the implementation standard of the system innovation of urbanization. Relevance between systems may cause system conflict. As a result, system matching must be done. The current matching problem of urbanization presents as the problem of the structure matching between different systems and spatial matching between different regions. Among which, structure matching can be divided into matching between the embedding systems and matching between the complementary systems. Space matching can be divided into system matching between migratory religion and emigration religion, system matching between big city and small city, and matching between urban area and rural area.The fourth chapter is the whole analysis of empirical aspects. Systematically analyze the overall system balanced situation of household register, employment, industry, land and social security in the Pearl River Delta area. The history of national reform and opening up policy, the transfer of Hong Kong and Taiwan capital, the business civilization in Pearl River Delta region, have promoted the rapid development of urbanization in the Pearl River Delta. The current household registration system, employment system, social security system, land system, industrial policy, which formulated in the50’s, have severely restricted the development of urbanization in the Pearl River Delta. It is also difficult to adapt to the needs of the future development of the urbanization of Pearl River Delta. The current system of urbanization in the Pearl River Delta exists imbalance problem of supply and demand, of which include unreasonable system design of local level, imbalance system arrangement between local governmental level and central governmental level, and matching problem between different systems and different religions.The fifth chapter is the case analysis of empirical aspect. Selecting a typical town in the Pearl River Delta----Liaobu Town in Dongguan city, as the subject and analyze the local micro innovation mechanism of the urbanization system from aspects of residence register system, new community system, the exogenous and endogenous economic promoting industrial policy, land arrangement policy, old transformation policy, the non-public enterprises participant social security system. The system innovation of urbanization of Liaobu Town has the following two general characteristics:the first one is highlighting the new "people-oriented" core connotation of urbanization. No matter the residential register system, the community system reformation, the technical talents import and cultivation or the improvement policy on the hosing situation of new immigrant of Dongguan city, all of them reflect the concentration of new urbanization system on human needs. By arranging the structure issues as space, industry and society to improve the citizen level and highlight the urbanization quality. The second highlights the coordinating role of the government and market in the system innovation. In the process of the old land transformation of liaobu Town, the land policy and the affordable housing construction, it highlights the market positive influence and stick to the combination of market arrangement and governmental guidance, and well solving the interest relation between government and market players, especially in the process of the industrial transformation and upgrading.The sixth chapter is the experience analysis of the empirical aspects. Through summarizing urbanization system innovation experience of some developed countries, provide reference for the Pearl River Delta new urbanization system innovation Developed countries have basically finished the process of developing and maturing, and now stay in the phase of self-improvement. By analyzing the system arrangement and experience of developed countries on residence register system, employment system, land system, industrial system and social security system, we can conclude as follow:We have to grasp the opportunity of urbanization innovation, properly deal with the relations among central and local government, the relations between different religions, and the relations between government and market, and fully release the driving force of the system innovation to make urbanization match coordinately and effective system supply be realized.The seventh chapter is countermeasure research part. On the basis of the previous theoretical and empirical research, this chapter further explores the general idea, the countermeasure and the implementation suggestion of system innovation of urbanization in the Pearl River Delta area. In the current special economic, political and cultural situation, the Pearl River Delta can be the prior to try, to accelerate the establishment of household registration system, employment system, social security system, land system and the system of industry which is compatible with market economy. System innovation must based on the future needs of system of urbanization in the Pearl River Delta, establishing and perfecting system of urbanization in a timely manner, and dealing with the relationship between central and local government and the market. From the overall system design, realize the matching between different systems and the matching between national and regional system.The eighth chapter is the conclusion part, summarized the research, and put forward further research problems.
