The system of ownership reforms in China is not only the core and fundamental issue of the economic transition, but also a significant symbol of the gradually establishment and improvement of the socialist market economic system. The socialist public ownership system is the core and basis of the socialist system, therefore, the realizing approach of the public ownership system is connected to the existence and development of the public ownership system. The ownership system reform in China consists of two points:on the one hand, the success of the reform is based on the structure of the ownership system; on the other hand; the success of reform upon the realizing approach of the ownership system. The ownership system reform in China began with the reform upon the realizing approach of the ownership system:the reform upon the land property right system in the rural area at first, and then the reform upon turned to the state-owned enterprises ownership system. The public ownership system reform in China was a process of evolution of evolution. As to the micro-foundation of the public ownership economy, the state-owned enterprises are an important consists of the reform upon the public ownership system in China. The realizing approach is an important issue for the ownership system, and the public ownership system had various form of realization, with the state-owned enterprises as one of the form of realization realizing.The reform upon the property rights system of the state-owned enterprises is related to the consequences and success of the reform upon the state-owned enterprises. The reform upon the state-owned enterprises in the past three decades focused upon this reform. The reform experiences of the past thirty years reflect that the state-owned enterprises can fit in the market economy and survive as well as develop in the market economy. So far, the state-owned enterprises have established modern enterprise system, namely the modern property rights system, and therefore build up the diversification of properties various be attached to forms of enterprise organization. In China, the state-owned enterprises are very special forms of enterprise organization. As the main body to reflect the public ownership system, the state-owned enterprises should be responsible for maintaining the nature of the socialist market economy. According to the modern enterprise system, the state-owned enterprises must function as independent market actors which abide by the development rules of the market economy, and they must realize the diversification of the property structure so as to match the socialization of the property. The ownership system theory of the Marxist economics is the theoretical basis and starting point the property system reform of the state-owned enterprises, and therefore, must stress the public ownership nature of the reform upon the property system of the state-owned enterprise, which is state-owned. The reform upon the property system of the state-owned enterprise is gradually advanced with the aspiration and reference to the modern western property system theory. As the micro-economic actors, the state-owned enterprises have to function in accordance with the modern enterprise system and the market rules, so as to become into the self-managing, self-balanced actors with their own legal personality. According to the concept of the theory of capital socialization initiated by the Karl Marx, the final aim of the reform upon the property system of the state-owned enterprises is to realize the socialization of the property, with the sharing and distribution of the wealth among all of the citizens.After the securitization reform of the state-owned enterprises, the property diversification in the macrosystem level has come into being, and the enterprise management structure in the microsystem level is forming gradually along with the property diversification. Along with the reform upon the property system and the restructuring of the macro strategy of the state-owned economy, the property structure of the state-owned enterprises has been transformed into a diversified property structure from the sole dominance of the state-owned sharing within the state-owned enterprises. Except the sectors which are related to the absolutely control of the state, the state-owned property in these general competition fields has been diversified, which had come into being stated-owned relative holding and participation of the state-owned sharing. According to the nature of the ’socialist public ownership system and the entrustment-agent relationship, the enterprise under the ownership of the state belongs to the agent, namely the national citizens, and therefore, the performance of the operation of the state-owned property must be shared by all of them. The set-up of the State-owned Asset Management Commission of has solved the problem of the management of the national property by the investors. The operation and management of the state-owned assets is to maintenance of value and increase in values, which is the perquisite and basis for the citizens to enjoy these assets. The next aim of the reform upon the property system of the state-owned enterprises is to realize the common enjoying of the state-owned assets among all of the citizens. In order to realize this goal, the first step is we must confirm State Asset Regulatory Commission’s function between the state-owned enterprises and state-owned capital. The second the state should make sure State Asset Regulatory Commission work as the agent of the investors to perform their duties completely, and the third step is to establish a mechanism and system to let all of the citizens to enjoy the State-owned Assets.
