Study On Economical Development Strategy Of Qinghai Province

Qinghai is a natural resources very abundant province whatever mineral species or mineral quantity in the western of China, it has more than 60 species of mineral can be in the national top 10, and because of its unique geographic and climatic features, Qinghai has created its own unique humanities and natural tourism resources.But, during its economic development, Qinghai has been facing on many problems, regional economy and industry economy unbalance, backward of infrastructure construction, economic development excessive reliance on capital or investment, fewer contribution of scientific and technological progress, for example, so the strategy making is significant to Qinghai province.This thesis mainly based on system theory, especially the WSR system methodology to study Qinghai’s economic development strategy, Approaches of system engineering,such as system structure model(ISM, DEMATEL, etc.), the system evaluation model(AHP and TOPSIS, entropy weight method, etc.), the system dynamics model(SD) are widely used in the research process. Combine with the strategic management theories of SWOT analysis, economics theories of C-D function, H-D model and the investment multiplier effect analysis model, and contingency analysis, time series analysis approaches of statistics, many aspects of Qinghai’s social and economic development have been analyzed comprehensively, and then summed up the strengths, weaknesses, opportunities and threats in the process of its social and economic development. Its main advantages are abundant natural and humanity resources and higher speed of its economic development and resource capacity. The main disadvantages are backward industrial infrastructure, city services, and its economy is not export-oriented. Qinghai is also facing some threats in the process of its development, such as rapid population growth, uneven regional development, leading and pillar industry are no longer suitable, the rapid CPI growth, serious financial deficit and so on. Under the national strategy of “Weast Development” and “One Zone One Road”, Qinghai should face up to disadvantages and threats, hold on advantages and opportunities, to realize long-term development based on its relative advantage of industries and try its best to solve the relationships between such as resource, population, environment, science & education and economic development to realize sustainable development under the national perspective.According to the above conclusions, based on strategy theories, guide by fact needs of Qinghai province, the guiding ideology of Qinghai province economic development strategy determined by this paper is: under the national perspective, based on the advantage industries, adjust measures to local conditions, for the purpose of balanced development. Important industry areas and specific strategic measures were pointed in the article based on the guiding ideology in the following three development stages of Qinghai province.The main innovations of this paper is to use system thoughts as a guide, use many methods of system engineering to research provincial economic development strategy, DEMATEL approach is used to establish the model of Qinghai province economic system, make sure that the model is more clearly to display the function of system factors to Qinghai economic system. Provincial economic development potential evaluation model is established, believing the model is more simple and more practical. Combine with ISM and SD to establish population prediction model, based on population natural growth rate, and add some effective variables that make the prediction result more accuracy. TOPSIS is used to evaluate resource capacity that is more effective and more theory basis to former methods. In addition, the system method theory WSR is first put forward to the process of economical development strategy by this thesis.
