Performance Evaluation On Agriculture Insurance Standardization Of China

"Agriculture Insurance Ordinance" implemented formally in March 1st,2013, which symbolized that china agriculture insurance had entered rectify and normative development phase. "Decision of the CPC Central Committee on Major Issues Concerning Deepening Reform" issued by Third Plenary Session of the 18th Central Committee of the CPC Central Committee proposed "Improving the Insurance Economic Compensation Mechanism’、"Establishing Catastrophe Insurance System"、 "Improving Agricultural Insurance System" and so on, which is the basic processing route of China agriculture insurance deepening development. "Opinions on Accelerating the Development of Modern Insurance Services" issued by State Department in June 2014 proposed "Actively Developing Agriculture Insurance"、 "Improving the Agriculture Insurance Service System’、"Expanding’San Nong’ insurance breadth and depth" and so on. Document No.l of the Central Government in 2015 also gave a series of important advice on improving agricultural insurance system. Under the guidance of policies of the Party and the government, China agriculture insurance develops rapidly, and plays a more and more important role in agricultural risk management and agricultural society development. The premium of agriculture insurance was RMB 325.7 billion by the end of 2014. The 35 million policyholders was reimbursed RMB 214.6 billion. The agriculture insurance had provided RMB 1.66 trillion for the agriculture. Experience had proved the agriculture insurance system has become an effective method of managing agriculture risk in urbanization. The agriculture insurance standardization is an approach of improving agriculture insurance system. Standardization can ensure the activities of production department to be united and coordinated in technology, and set the principle for departments of social production, establish a stable order and increase economic efficiency. The insurance standardization which begins from policy standardization has become an process of basic insurance standardization、additional risk diversification and different insurance combination. The agriculture insurance standardization is actual application of standardization in agriculture insurance field. Under the background of formulating and updating agriculture insurance standard and actively probing implementation pattern of agriculture insurance standardization by the central government and local government of all levels, the agriculture insurance standardization powerfully impels the improving of agriculture insurance service and the managing efficiency of insurance company. In the literature relating with the standardization, the research on the agriculture insurance standardization performance evaluation is rare. Under the background of deepening agriculture insurance, it is necessary to discuss the performance evaluation of agriculture insurance standardization. Referring the research on agriculture insurance theory and standardization theory at home and aboard, this paper analyze the development of China agriculture standardization, combining the action mechanism of agriculture insurance standardization, evaluate the performance of China agriculture insurance standardization quantifiedly and qualitifiedly from the views of insurer insurance company and the government. According to the result of performance evaluation, the paper designs the operating mechanism of China agriculture insurance standardization.The conclusion of the paper is as follows:(Ⅰ) Definition of agriculture insurance standardization research scope. Combining the definition of standardization and agriculture insurance, the paper defined the agriculture insurance standard and research scope. From the view of participants of agriculture insurance system, probes the action mechanism of agriculture insurance standardization. Agriculture insurance standard is commonly used or reused agriculture regulation or guidance documents which are consulted by the participants of agriculture insurance system in order to get the best order in agriculture insurance and related fields, as well as granted by China agriculture insurance supervisory authorities. By regulating agriculture insurance terms and agriculture insurance service and so on, the agriculture insurance standardization protects the benefit of the insurer effectively. By promoting division of labor cooperation and realizing optimal resource allocation inside insurance company, reducing transaction cost, the agriculture insurance standardization improves operating efficiency of insurance company.(Ⅱ) The paper evaluated the performance of agriculture insurance standardization from the view of farmer insurer. The result showed that the agriculture insurance standardization got relatively good regulation effort in underwriting and claiming services. The insurer thought the underwriting and claiming services more normally in general. Because the lack of loss prevention service standard, the insurer had a low opinion of loss prevention service. The result showed that the agriculture insurance standardization need to be further improved. The paper evaluated the performance of agriculture insurance standardization from the view of farmer insurance company, the result shows that the insurance company improved the operating efficiency by construction of agriculture insurance standardization. Because of the lack of professional talent and funds, the insurance company’s investment to agriculture insurance enterprise standardization is insufficiency. The paper evaluated the performance of agriculture insurance standardization from the view of government, the agriculture insurance standardization impeled the development of agriculture insurance as technology advance.(Ⅲ) Using standardization process theory and mechanism design theory, the paper designed China agriculture insurance standardization operating mechanism. According to the empirical result, the paper designed agriculture insurance standard system firstly. Then on the basis of agriculture insurance standard system design, the paper analyzed the operating mechanism of agriculture insurance standardization specifically. Using the incentive theory of mechanism design theory, the paper tried to improve the agriculture insurance standard system and agriculture insurance standardization operating mechanism, in order to promote the further development of China agriculture insurance standardization and improvement of agriculture insurance system.
