The issue of agriculture, rural areas and famers has always been related to the China’s political stability and the modernization of development process. The Communist Party of China has always attached importance to agricultural,rural and farmers’work, from the 1980s to the end of 2013, has introduced the 15 "central file" on it, and stressed to solve the "three rural" issue on all the work to a top priority. In allusion to the inadequacy in the current system and the lessons learned from the past, these "central file" have been adjusted accordingly based on the "three rural" policy, which initially formed framework for developing new modern agriculture, rural areas and promoting the construction of socialism farmers’income policy.This article has shown deep research and interpretation on the 15 "central file" with multidisciplinary research methods and multiple perspectives, and also defined related concepts.Firstly, this study with a brief review of the pre reform and opening of China’s "three rural" event as a starting point, summed up the major "three rural" events’ background, process and evaluation which occurred in that period.Secondly, the paper focused on arranging the background, theme, main content, policy highlights, impacts and policy changes of "central file" over the years. Based on the file content from the past, it outlined three main themes of the 15 files converted basis and policy adjustment, analyzed three main lines around a series of policy adjustments which adjusting the focus on agricultural policy is to strengthen its infrastructure construction, building long-term mechanism of financial support for agriculture, strengthening agriculture science and technology in food market circulation; which adjusting the focus on rural policy reforming rural land policies, and accelerating the development of rural public utilities; which adjusting the focus on peasant is increasing inform, cultivating new farmers and improving the organization of farmers, etc.And then, this study summarized the changes in China’s "three rural" policy that has left us a history revelation and infinite thought:Productivity and relations of production are adapted to test the "three rural" policy correctness criteria; realistic is to develop the basic requirements of the "three rural" policy; agriculture should put priority on the development of economy; "benefitting peasents" is the starting point and end point to develop "three rural" policy; "three rural" issues should be the key to achieve the four modernizations and maintain political situation stability; "three rural" policy’s stability and continuity are key to implement the document. The relationship between the party and government need to regulate; form and content of documents need to be standardized; documents governing the country should be gradually replaced by the rule of law.Finally, on the basis of the overall research, this study reached the following conclusions of the view that:a correct understanding of the "three rural" issue, and formulating realistic policy of the Chinese agriculture, rural areas and farmers is the key for China achieving modernization; party need to be separated; form and documents content need to be standardized, the issued document from administration party should be limited to the scope of the ruling political documents; documents should be gradually replaced by laws and regulations, running the country according to law is the only way to make policy legitimacy, effectiveness and stability. It is a long way to solve the "three rural" issue which involves the whole country’s political and economic system. Only political and economic reforms carried out simultaneously can China fundamentally solve the dilemma of "three rural" issue.
