"Right to adequate housing" is a fundamental right of citizens, and it hasbecome an important part of the government’s public service to provide residence forhousing difficulties. With the development of urbanization and modern civilization,the major western countries have gradually established a relatively sustainableinstitutional system for affordable housing based on their own market conditions ofreal estate and basic national conditions. Housing system reform in China has gonethrough nearly two decades, and the real estate market is booming and is in thegolden age, while the affordable housing system just begin to burgeon and "dualtrack" housing model has not been established. The expensive real estate has beenwidely discussed at all levels in society, from senior management to grassroots. Thehousing issue has successively become the hottest topic of China economy for manyyears.Currently, China has initially established the housing security system,including low-rent housing, public rental housing, affordable housing, price-limitedhousing, housing subsidies and housing accumulation fund system. This system hasalleviated the housing difficulties for urban residents to some extent. The low-renthousing mainly guarantees the housing needs for the lowest income groups andyoung people of new entrants into jobs; The public rental housing system mainlyguarantees the needs of lower-middle income groups; the middle-income people whohave some ability to pay can meet their own housing needs through purchasingaffordable housing and price-limited housing. Due to limitations of the householdregistration system, many urban permanent residents who can not benefit from the existing housing security system can be access to housing security through housingsubsidies. Improvement of housing security system is not only a matter ofcompetitiveness and regional economic development, but also have an impact onsocial harmony and stability. Therefore, on the basis of drawing lessons fromhousing security mode in major developed countries, this article suggests that thecity’s supply of affordable housing be mainly on low-cost housing and public rentalhousing.This article will study the affordable housing system in major developedcountries and China’s practice by applying theoretical analysis, systems analysis,empirical and econometric models. It is worth launching a comprehensive andin-depth research in terms of the concept, legislation and management practices ofaffordable housing in major developed countries. Based on the theoretical analysis,firstly, this article has carried out the connotation and denotation analysis to theconcept of the right to housing, attempting to clarify the characteristics and socialand legal significance in terms of "right to adequate housing" as public goods.Secondly, four countries with international reputation in the construction ofaffordable housing system have been selected for study, namely the United States,Germany, Japan and Singapore. The low-income housing system in developedcountries regarding the United States as the representative have experienced decadesof development, and the system is relatively mature; there have formed a moreperfect system and crafting system management mode in aspects of administrationagencies set, positioning of management functions, housing supply, repair andmaintenance of logistics, residents access, housing turnover, rent collection,operations management, community building and ancillary services, etc.. Thisexperience is worth studying and learning.On the basis of analysis to foreign affordable housing system, this article carryout study in two aspects against the concrete realities of China; the first is the supply structure of affordable housing, and this article conducts comprehensive analysis tofactors affecting government decisions to distribution and building of affordablehousing, and establish a scientific, reasonable and feasible decision index system,and then calculate the objective weight of each index by using entropy rights law,and eventually establish the optimization model for the optimal distribution andbuilding structure of affordable housing. And the analysis has been carried out forthe housing supply in Guangzhou and Zhuhai by using above-mentioned models,and the results show that: under a variety of status for affordable housingconstruction in the Zhuhai City and Guangzhou City and in accordance with the2013plan of affordable housing construction, the proportion of the construction ofpublic rental housing accounts for64.3%of the total number of affordable housingconstruction in Zhuhai in the year in order to maximize the utility. While inaccordance with the plan of affordable housing construction in Guangzhou, theproportion of low-rent housing construction should account for53.8%of the totalnumber of affordable housing construction in the year in order to maximize utility.These results confirm the validity of the current housing security policy mainly onlow-rent housing and public rental housing.In terms of allocation of affordable housing, this article has conductedeconomics analysis for innovation of allocation mechanism of low-rent housing inthree aspects. First, from the perspective of theory of supply and demand and utilitytheory, against two rent ways of material object rent and rental subsidies, andcomprehensive comparison of their impact on the supply and demand of housingrental market, the cost of government low cost capital expenditures and allocationefficiency of low cost capital, sum up conditions for their respective application.Secondly, from the consumption economics point of view, according to thedependence on the low-rent housing security of internal members of different groupsof low-rent housing security, divide the housing consumption demand into three categories, namely, totally dependent, temporarily-dependent and borderlinecategory, and carry out different rent ways according to the differential needs. Finally,this article has analyzed the main factors affecting the standards of security area andrents for low-cost rental housing, and proposed concrete metering method offour-step rent metering standard for low-rent housing and selection of allocationmethod.Finally, the basic conclusions and policy recommendations are summarized inthis article, and propose directions for further research is line in deep analysis of thegame and interest demands among the stakeholders involved in China housingsecurity system, and increase the supply level of affordable housing through policyguidance. Through learning the successful experience of affordable housing systemfrom developed countries and regions and starting with financing, land supply,affordable housing structure, distribution and circulation system, etc., provideproposals for the innovation of China affordable housing system.
