| Urbanization is the inevitable trend of economic and social development; it’s also the important content of the modernization of the country and the main driving force. With the acceleration of urbanization, hundreds of millions of Chinese people remove from rural to urban, promoting the unprecedented social changes in human history. While exclaim over the big changes, we must be keenly aware that there are lots of difficulties problems on our road ahead. Such as the development gap between urban and rural areas, land urbanization faster than population urbanization, migrant workers can not enjoy the equalization of public services, resource and environmental constraints have become more serious, social problems have increased markedly. Those problems make the traditional development model of urbanization is unsustainable. The old model of development becomes a "bottleneck" that hinders the process of China’s socialist modernization construction, building a harmonious socialist society; realize the integration of urban and rural. The situation requires that we must apply the Scientific Outlook on Development throughout the course of modernization and urbanization, and step up efforts to create a new development model of urbanization, to promote urbanization development in a scientific way that puts people and is comprehensive, balanced and sustainable.This paper tries to place the new urbanization in the context of socialist modernization with Chinese characteristics, and adhere to the basic principles of Marxism and the latest achievements of sinicization of Marxism, the Scientific Outlook on Development. We should follow the general rules of the world urbanization. And examine the traditional development model of urbanization from the perspective of the Scientific Concept of Development, analyze problems and challenges faced by the traditional model, in order to grasp the particularity of urbanization in China accurately, and demonstrate the necessity of its connotation select new urbanization development model, features and strategic direction, drawing on the success of new urbanization development model. Based on the experience of a typical case, we should explore the basic requirements, path selection and system innovation of "Chinese model" of urbanization, so as to provide a theoretical basis and countermeasures for changing the development model of urbanization, and promoting development of urbanization in a scientific way.Specifically, the paper will be divided into theoretical basis on structure, problems and experience, countermeasures and suggestions.The first part, including the Introduction and Chapter I, mainly introduces the domestic and foreign scholars on China’s urbanization theory and literature studies, describes the basic concepts of urbanization development model, and introduces the theoretical basis of the development model of urbanization, including thought of urbanization theory Marxist classical writers, Sinicization of Marxism, Western scholars, and Scientific Outlook on Development, so as to provides theoretical basis for the new urbanization development pattern choice.The second part, including Chapter II and III, mainly examines the traditional Chinese urbanization development model from the perspective of Scientific Outlook on Development, review the development process of China’s urbanization, summarize achievements, experiences, and then analyze the problems and causes in the development of urbanization, to clarify the development of urbanization necessity mode transition, urbanization and the development model and foreign case studies to clearly values the development of new urbanization provide a realistic basis and experience.The third part, including Chapter IV and V, studies the realization of new urbanization development model guided by the Scientific Development Concept. And try to explore the main objective, basic ideas and principles of the new urbanization, to build new urbanization index system framework, put forward a new urbanization path and institutional guarantee for advice.In this paper, the innovative absorption on the basis of research achievements of others, thinks that the new human is the core of the urbanization, and the new urbanization should be guided by the scientific outlook on development, adhere to the people-oriented, base on principles of unified planning, market dominance and government guidance, be driven by economic society and person’s full scale development as the goal. To promote the development of a new type of urbanization human-centered, we must adhere to the people-oriented to improve the level of urbanization of the population; emphasis on ecological priority to construct a resource-saving, environment-friendly, green and low-carbon urbanization, so as to create a sustainable development model of urbanization with intensive, green, low-carbon and wisdom development. We must strengthen the industry support promote modernization synchronization, to promote harmonized development of industrialization, IT application, urbanization and agricultural modernization. We must optimize the layout and form of urbanization to construct a scientific urban system. Wu should strengthen infrastructure construction to improve the quality of urbanization. And respect for nature and tradition to shape the urban characteristics, so as to promote the integration of urban and rural development.
