Since the reform and opening up policy implementation, China has scored greatachievements in her economic development. However, while China’s rapiddevelopment, the gap between the eastern, central and western regions continues toexpand. On this issue, many experts and scholars from home and abroad have carriedout a study and discussion, and reliable research on this is massive. However, if thestudy extended to a broader perspective in the field, dating back from the imbalancein institutional level, Chinese-style decentralization should be caused enoughattention.The combination of political centralization and economic decentralization is theunique character of Chinese-style decentralization. Its success lies in, in constantadjustment and reform process, the local government can stably share the fruits ofeconomic growth. It provides for local government for economic development. Inaddition, local officials promotion mechanism is based on performance evaluation.This means that the rapid growth of the local economy as the main basis formeasuring the performance of local governments and officials promotion, and itmakes further stimulate the desire for economic development of local officials.However, Chinese-style decentralization reform is a systematic project, including thegovernance structure reform, tax reform and the various aspects of administration andeconomic management system reform between central and local government. Overthe years, the game between central and local government decentralization systemformed, its effect on the economic development of significant and far-reaching. Themain way of China’s decentralization reform is gradual and gradient. In this way,different regions are being given to different management authority, and applydifferent decentralization and opening up policy in different regions.From coastalareas to inland, and from east to west, a different pattern of decentralization wasformed. On the one hand, gradually promote decentralization reforms style means thatdecentralization between central and local pattern has regional differences. On theother hand, due to the different resource endownments and economic base betweenregions, the same decentralization in different regions will act on economicdevelopment in different ways. Therefore, about Chinese-style decentralizationreform to promote economic development in all regions while exacerbating theimbalance between regions and the mechanisms, there are still some controversys in the academic community.This paper systematically analyzes the mechanism of Chinese-styledecentralization role in the imbalance of regional economic performance. Theperspective is the differences in institutional factors affecting regiona economicperformance, and competition among local government formed, and the differences infiscal capacity among local governments, and the difference between the process ofregiona market. On this basis, this paper analyzes the differences and changes in theeconomic performance of the eastern, central and western regions from the level ofeconomic development, economic structure and efficiency of regional economicefficiency, systematically answered the issue that the Chinese-style decentralizationreforms affect regiona differences in economic performance. Summed up theproblems of Chinese-style decentralization reforms, they are disadvantages ofdecentralization reforms gradient, defects of the existing financial system, and thenegative effects of competition in local government. Construct of region coordinateddevelopment-oriented policy recommendations system: construct healthy competitionmode among local governments; improve incentives for promotion of local officials;establish rules of the game between rational government; innovative forms of spatialorganization; improve the system to protect market economy and regionaldevelopment.The paper is organized as follows. Chapter1is an introduction, surveys theliteratures concerning the theme, and provides comments to them when necessary.Chapter2analyzes the evolution of Chinese-style decentralization, and summarizesthe connotation and characteristics of Chinese-style decentralization. Chapter3systematically analyzes the mechanism of Chinese-style decentralization role in theimbalance of regional economic performance. Chapter4analyzes the differences andchanges in the economic performance of the eastern, central and western regions fromthe level of economic development, economic structure and efficiency of regionaleconomic efficiency. Chapter5summed up the problems of Chinese-styledecentralization reforms, and construct of region coordinated development-orientedpolicy recommendations system. Chapter6concludes the paper.
