Information exchange and the exchange, communication, is the most basic and important requirements of the individual, group, organization, society. Therefore, the telecommunication industry is an old and new industry. Telecommunication is the main body of communication industry and the core in the middle of the 19 th century. Telegraph, telephone(cable), wireless communications, mobile communications invention and development reality, the modern telecommunication industry are all the product of innovation including technological innovation. In before liberation, even before the reform and opening up, China telecom development is very slow. Since China’s reform and opening up, it is developing rapidly. But in recent 10 years, overall competitiveness of China’s telecommunications industry is in a serious recession, for the public information consumption, especially for information security of the state and society the information sovereignty pose a major challenge. Therefore, the research and the promotion of the competitive advantage of the telecommunications industry in China becomes very urgent theoretical and realistic subject.Since the 1980 s, the study of enterprise, industry and national competitive advantage get a high attention by the theoretical circle, so as to become a research hotspot. Building, consolidating and enhancing competitive advantage becomes the most important strategic center of gravity at all levels and system including enterprise, industry, national organization. Paper focusing on competitive advantage will focus on telecom operating companies, along the "consolidate paper theoretical basis- build based on innovation and reform to construct comprehensive theoretical analysis framework of enterprise competitive advantage to competitive advantage evaluation index and design telecom enterprises empirical research- display based on big data telecom operating companies in telecom enterprise competitive advantage through innovation and transformation of a huge chance to space and space" the logical train of thought:First, get the theoretical enlightenment and reference. Based the collection, analysis and research of domestic and foreign research literature on the competitive advantage theory, business model theory and telecom innovation and change, paper gain enlightenment and reference of theories, so as to consolidate and strengthen the paper theoretical basis.Second, Building the analysis architecture of general theory based on reform and innovation for enterprise competitive advantage. Here,from the birth and development of telecom industry, paper show the change and innovation is inherent attribute of telecom industry; Then from the change and innovation of voice communication era, data communication era and big data era, change and innovation is the most basic way to build telecom enterprises and enhance competitive advantage; Finally, the paper summarizes, analysis and refers the research achievements of enterprise competitive advantage so as to built a comprehensive framework based on the theory of innovation and change to build enterprise competition advantage.Third, design the competitive advantage evaluation index and make an empirical research. Base on the enterprise competitive advantage evaluation index on the basis of research results made by investigation, analysis and reference to domestic and international authoritative institutions, experts and scholars on, Papers design four dimensions of enterprise competitive advantage evaluation index including competitive position, profitability, sustainable development and environment in era of voice communication, data communication and information consumption, and use different methods to carry out the empirical research on enterprise competitiveness in the era of voice communication and data communication telecom.Fourth, show a huge chance to space and domain for telecom enterprise innovation and transformation in big data era. User communication consumption data is not only the natural big data, but also are the most valuable resource and wealth of telecom enterprises. Based on large data of telecom users in telecom consumption process, transformation of business enterprise principle of management, innovation of enterprises business model and realization of the transformation of enterprise management are the most important strategic initiatives for the enterprise to build competitive advantage in the era of information consumption in the future. From different areas paper respectively show a huge chance to space and domain for telecom enterprise innovation and transformation in big data era.Through the basic content, paper has obtained the three related innovation.(1)Build a theory framework for enterprise comprehensive competitive advantage based on innovation and change innovative with universality, fusion "positioning", "outlook" and "ability", "values" and competition rules and competition mode, ways of value creation, business model.(2)Design enterprise competitive advantage evaluation index with four dimensions including competitive position, profitability, sustainable development and environment covering different telecommunications era, and set up telecom enterprise competitiveness index model, so as to carry out empirical research on the telecom enterprise competitiveness index and competitive advantage evaluation index.(3)Big data of telecom mobile users about consumption information is the most valuable resource and wealth in telecom operating companies, Based on the telecom user data, through the enterprise management idea change, transformation of enterprises, business model innovation, telecom enterprise promote enterprise huge opportunities and areas of competitive advantage.
