With the economic globalization performing in great speed and industrial diversion’s gradual deepening, the competition among enterprises, regions and countries enters the fierce state. Depending on it’s advantages of scale economy, scope economy and knowledge spillover, industrial agglomeration becomes a form of industrial development pursued by enterprises, regions and countries for improving national comprehensive competitiveness. To scientifically reflect our country’s economic social development situation of different regions and provide party central committee and state council with foundation for making region development policy, based on the documents of<some opinions of party central committee and state council about promoting mid china’s rising>and<implement opinions of state council about western developments Chinese economic regions are divided into four parts:east, middle, west and northeast. Middle part includs six provinces:Shanxi province, Henan province, Anhui province, Hubei province, Hunan province and Jiangxi province. The six provinces in mid china play a role of connecting the whole nation. In consideration of Chinese development, only when six provinces in mid china rise can Chinese economy develop more smoothly and more harmoniously. In this sense, accelerating middle regions’development is strategic measures of improving Chinese national competitiveness and the objective demands of connecting china and promoting regional economic development. Therefore, six provinces in mid china get more and more attention from all sides. This paper with six provinces in mid china as research subject investigates forming mechanism and effect evaluation of these regions’industrial agglomeration. The paper which gives decision-making and implemention basis for fully taking industrial agglomeration’s effect on middle region’s economic development has prominent practical reference significance. Moreover, studying realistic economic problem by industrial agglomeration theory has profound practical significance to explore how to improve our country’s industrial competitiveness and achieve regional economy’s scientific ordered harmonious development.On the basis of analyzing literature research of relevant industrial agglomeration theory and it’s economic effect action mechanism, this paper retrospects and evaluates industrial agglomeration measurement’s various methods and indexes. Based on the relevant industrial agglomeration measurement index and the total output value data of manufacturing industry in six provinces in mid china. At the same time, it investigates various kinds of action mechanism that influence industrial agglomeration’s forming and level increase from the theory perspective, verifies and recognizes the factors and it’s quantitative effect that influence industrial agglomeration’s forming and level increase in six provinces in mid china from empirical quantitative perspective. Moreover, it tests industrial agglomeration’s economic growth effect in six provinces in mid china, FD1 inflow and quantitative effect of technological innovation from empirical perspective. Finally, based on the above study, it analyses the industrial agglomeration space distribution optimal path in six provinces in mid china. Specifically, the relevant research conclusions as follows:(1) The industrial agglomeration’s level in six provinces in mid china is lower. At first, it retrospects and investigates various industrial agglomeration level’s measurements and methods and their advantages and disadvantages in applied aspect in chapter 3. Next, it evaluates and analyses industrial agglomeration level in six provinces in mid china by industrial agglomeration level evaluation index which is used widely. The study finds that:no matter based on industrial concentration, location entropy, Herfindal index or spatial gini coefficient> industrial agglomeration coefficient EG index, the results all show that:the industrial agglomeration’s level in six provinces in mid china is lower, agglomeration characteristics are unconspicuous, although whatever the entirety or each province’s industry in mid china both have developed a certain level from the absolute scale perspective.(2) Financial efficiency and salary——labor sharing is the important influence factor to promote industrial agglomeration’s forming and level increase in six provinces in mid china, but their contribution degree of increasing industrial agglomeration’s level in six provinces in mid china is low. Relevant studies think that the factors in five aspects------natural resource endowment and labor natural advantages, market scale and potential, industry internal and external economy, regional economic integration and trade openness, local government behavior and local protectionism play a decisive role of industrial agglomeration’s forming and level increase. Respectively taking manufacturing industry average salary as the subcutaneous index of labor sharing and the financial efficiency as the subcutaneous index of local government behavior and local protectionism making factors, it empirically tests financial efficiency and salary’s impacts on industrial agglomeration’s level in six provinces in mid china in chapter 4. Co-integration test shows that there are long-term stable equilibrium relationship among financial efficiency, salary and the industrial agglomeration’s level represented by location entropy index in six provinces in mid china. Granger Causality Test shows that financial efficiency and salary are both the Granger reason of location entropy index in six provinces in mid china, so the financial efficiency and salary are both the important factors of industrial agglomeration’s forming and level increase in six provinces in mid china. Impulse response analysis in section 4.4.4 shows that financial efficiency’s positive impacts on location entropy index in six provinces in mid china is not very large. The impulse response peak of location entropy index in six provinces in mid china to financial efficiency with standard error is only 0.9%. Prediction error variance analysis shows that financial efficiency impulse’s contribution to location entropy index in six provinces in mid china is not very large, the contribution rate is about 10.86%. Impulse response analysis in section 4.4.4 also shows that salary——labor sharing’s positive impacts on location entropy index in six provinces in mid china is not very large. The impulse response peak of location entropy index in six provinces in mid china to salary with standard error is only 0.6%. Prediction error variance analysis shows that salary impulse’s contribution to location entropy index in six provinces in mid china is not very large, the contribution rate is about 9.24%.(3) There is a significant impact to enhance the level of industrial cluster formation on the economic growth of the six central provinces, but with limited effect. Cointegration tests indicate the presence of a long-term stable equilibrium relationship between the level of industrial clustering in regional representative of entropy and economic growth of the six central provinces, industry concentration level of 1% per upgrade, economic growth will increase by six central provinces of 9.16%. Meanwhile, the impulse response analysis showed that the economic growth positive influence of industrial agglomeration to six central provinces is not large, the peak of economic growth in the six provinces of a standard error of industrial agglomeration impulse response is only about 0.3%; forecast error variance decomposition also shows that the contribution to economic growth of industrial agglomeration in six central provinces is not large, the contribution rate is about 4.22%.(4) The impact of industrial agglomeration of FDI inflows in six central provinces is not obvious. Cointegration test showed that the location entropy index represents the level of industrial clustering and six central provinces of foreign direct investment in the presence of long-term stable equilibrium relationship between inflows, but the co-integration equation industry cluster parameters are not significant, so it means that the six central provinces industrial agglomeration has no significant effect on its level of attraction of foreign direct investment, although the argument of industrial agglomeration is positive, foreign direct investment in the six provinces plays a positive role; at the same time, Granger causality test showed that foreign direct investment is the Granger reason of six provinces of industrial agglomeration, and thus illustrate the six central provinces to enhance the level of industrial agglomeration formation and influence in the region to attract foreign direct investment is passive. Furthermore, impulse response analysis showed that short-term in industrial agglomeration of six central provinces of foreign direct investment inflows have weak and negative influence, forecast error variance decomposition also shows that industry gathering of the six provinces of the contribution of foreign direct investment inflows are not great.(5) For the purposes of the central region, knowledge spillovers, industry and enterprise competitiveness effects associated effect is positive, spillover effects of the market is negative, but overall the market’s negative spillover effects are little than the the positive effect of overflow and the associated knowledge industry. It indicates that the central region can greatly improve technological innovation through industrial agglomeration effect.(6) Industry cluster is the inherent requirement of the formation of industrial clusters, and industrial clusters is an important way of industrial agglomeration. Accelerate industrial agglomeration, foster industrial clusters is not only an important part of the regional economic development strategy, but also a inevitable process of enhance the competitiveness of the regional economy, and promote the industrialization to the advanced stage of development. Path to promote industrial agglomeration in six central provinces to enhance industrial agglomeration effects include:optimization of industrial agglomeration spatial distribution, enhancing regional open innovation capacity, improving industrial agglomeration and cultural environment, and strengthening protection policies and systems support.
