With the project management as an effective way of management technology and has been widely used, the research and practice of the center of gravity has shifted from single project management to multi-project management. Multi-project management is considered to be a new management method in twenty-first Century. With the increasing development of the multi-project management and multi-project resource allocation theory, especially in multi-project critical chain flexible resource allocation is becoming more and more important and it has become the current hot research field of multi-project. From the view of the project group, the thesis constructs multi-project critical chain flexible resource allocation model and designs hybrid quantum particle swarm algorithm based on the parameters of multi-project critical chain flexible resource allocation, quantum particle swarm algorithm and granular computing and cloud model. At the same time, thesis analyses and studies the robustness of the algorithm. The main research contents and innovatory results are as follow.From the perspective of project group, Multi-project Group Work Breakdown Structure(GWBS) model is put forward based on multi-project management and work breakdown structure of project. And then the multi-project critical chain Group Bills of Resources(GBOR) model is presented based on GWBS model. GBOR model and GBOR model effectively improve the efficiency of multi-project critical chain flexible resource allocation and the level of project management. In the thesis, it analyzes multi-project critical chain flexible resource allocation with the means of granular computing. Its content includes: multi-project critical chain flexible resource allocation based on fuzzy rough sets, information entropy of rough set and adjustable variable precision rough set. Moreover, the determination method of multi-project critical chain flexible resource quantitative attributes is put forward. Simultaneously, the results of the simulation provided scientific basis for the effective allocation of multi-project critical chain flexible resource.Multi-project critical chain flexible resource parameters and flexible resource buffer is designed based on multi project critical chain flexible resource GBOR. The conditions for the multi project critical chain flexible quantitative resource allocation is provided. At the same time, multi-project critical chain flexible resource entropy can be quantitatively determined. This thesis constructs Gauss cloud model based on standard cloud model. The identification and the quantitative determination of multi-project critical chain are used by Gauss cloud model. The results provide the prerequisite and the important basis of effective configuration flexible critical chain multi-project resource.Multi-project critical chain flexible resource allocation model with multi-attribute is established based on flexible resource allocation and the characteristic parameters. The thesis constructs multi-project critical chain flexible resource allocation models based on the multi-project critical chain flexible resource attributes and the learning effects. Multi-project critical chain flexible resource allocation model is established based on Wright learning effect, Richard learning effect, Dejong learning effect and hybrid learning. Meanwhile, it analyzes calculation examples by simulating. The results provide the theoretical foundation and practice basis for the effective allocation for multi-project critical chain flexible resource.Multi-objective interval particle swarm algorithm and hybrid quantum particle swarm algorithm are proposed based on the theory of particle swarm optimization algorithm, quantum algorithm and cloud model. At the same time, the research of multi-project critical chain flexible allocation is carried on with hybrid quantum particle swarm algorithm. The simulation experiments of multi-project case set are made in the process of the allocation of multi-project critical chain flexible resource. Then it makes further studies in the robustness of multi-project critical chain flexible resource allocation model and algorithm. The results can provide implementation methods and science conditions of the effective allocation of multi-project critical chain flexible resource. Simultaneously, it can provide effective robust control method and management suggestions for multi-project critical chain flexible resource allocation.This thesis not only has a certain theoretical value and practical significance. GBOR model and GBOR model have provided a new perspective for the effective allocation of multi-project critical chain flexible resource. The research values mainly include: the GWBS model and GBOR model is put forward for multi-project critical chain flexible resource effective allocation. The new ideas and theoretical basis are provided for solving the problem of multi-project critical chain flexible resource allocation through the theoretical model.The problem of multi-project critical chain flexible resource allocation can be effectively solved through new algorithm design and robustness study of algorithm.
