The formation and development of resources industrial clusters is good for regional economic growth. However, the impact of resources industrial clusters on regional innovation capability is not consistent in direction and extent. On account of the industrial clusterswith endowment superiorities, if resources produce a "crowding-out effect" against the input of technological innovation, produce a "crowding-out effecf" on regional innovation capability.If the resource clusters stimulate investment in S&T and cause technology spillover, improvement of regional innovation abilitywill be accelerated.Based on the existing papers, we find scholarsdiscussedindustrial cluster and innovation issuesfrom different perspectives, both in qualitative and quantitative analysis.However, as to theinternal relations between resource industry clusters and regional innovation capacity,the research is relatively less andthe quantitative test is quite few. Therefore, this study used qualitative and quantitative research methods, of empirical analysistest the impact of the regional resources industrial cluster to innovation capability between China’s 31 provinces.First,Location quotientwas used to measure resource clusters in China. Second, an index system including four dimensions of innovative environment,innovative input,innovative output and innovative potention was developed to measure regional innovation ability,with the adoption of comprehensive index method. Third,grey correlation coefficient reflects that there is a high degree of correlation between the clusters and regional innovation ability. Forth, to analyze the influence of resource clusters on regional innovation ability, panel data analysis and Hausman test were conducted to establish the fixed effect model, and then single-or-double factor test was used to choose the suitable models.We find that:(1)regional distribution of resources industry cluster is not uniform, resource industry cluster in central and western China is much higher than the developed regions;(2)Innovation Index of the most economically developed areas is higher than the central and western regions;(3)The gray correlation coefficient display that there is a high correlationdegree between the resources industrial clusters and regional innovation capacity;(4)Bsed on single and double factors test and Hausman test, the individual fixed effects model,the time fixed effects model and time individual fixed effects model are right models.The results show that Resources industrial cluster makes the regional innovation ability trapped the in resource advantage,foreign direct investment does not promote regional innovation capability, total imports and exports of regional innovation capacity at individual fixed effects model is a positive effect, GDP growth, service sector output and consumption of regional innovation ability have a positive role.
