The water of Three Outlets in the Dongting Lake area and the pressure fighting against floods have reduced since the water storage of Three Gorges Reservoir (the TGR) in Jun. 2003. However, for the drought in successive years, the agricultural economy loss was severe. So, the development mode of the agricultural recycle economy under water resource constraints in the Three Outlets area of Dongting Lake is analyzed revolving on how to assure the agricultural sustainable development under water resource constraints.Firstly, the related literate is summarized. Secondly, the runoff evolution trend and the challenge to the agricultural water of Three Outlets are studied by the Mann-Kendall method and the comparative method of the slope changing ratio of cumulative quantity. Thirdly, the goal of the agricultural recycle economy in the Three Outlets area is put forward after the problem, conditions and advantage of this economy are analyzed. Fourthly, the development modes of the agricultural recycle economy under water resource constraints in the Three Outlets area of Dongting Lake are designed based on the system theory, concepts of recycle economy and principles of ecology engineering. Fifthly, the three-dimensional development modes of the agricultural recycle economy under water resource constraints on embankment and island are designed based on the content of agricultural industrialization, the essence of the traditional island agriculture and modern agricultural techniques, especially water-saving techniques. Sixly, taking Huarong as an example, economic effects of development modes of the agricultural recycle economy are explored by the investigation and data analyses. Finally, the gurantee system of development modes of the agricultural recycle economy is constructed to economy systems and mechanisms of this economy. Main conclusions are drawn as follows:(1)There are close relations among agricultural sustainable developments, the ecology agriculture, the agritourism, the agricultural recycle economy and the water-saving agriculture. They share the obvious characters of the recycle. Besides the commonality of the agricultural recycle economy, the application of water-saving techniques and measures is emphasized for the agricultural recycle economy under water resource constraints.(2) The runoff of Three Outlets decreases year by year for the water storage of the TGR the reduce in precipitation in recent more than ten years, which causes the engineering water shortage and the season water shortage emerge. According to the prediction, the volume of the total water shortage in the Three Outlets area with the 90%assurance rate will be 44127*104m3 in 2020. Thereinto, the volume of the agriculture production water shortage is 39652* 104m3. The volume of the total water shortage in the Three Outlets area with the 90% assurance rate will be 43362* 104m3 in 2030. Thereinto, the volume of the agriculture production water shortage is 35579*104m3. These mean the agriculture water shortage will constraint the agriculture sustainable development more.(3) The design of the development modes of the agricultural recycle economy under water resource constraints should be grounded on six aspects, obey seven principles, run through the four-level technique ways and grasp well seven plan stages:program, plan, research, the system implement, the system assembling, the system operation and the system renew. It also should deal with overall coordinations of every part in the agriculture system correctly and choose the development mode type of the agricultural recycle economy with the industry characteristic.(4) The main directions of the agriculture industrialization of Three Outlets are developing the characteristic planting-culture agriculture and the agritourism. The emphasizes include making the brand of the green,less-harmful, organic agricultural product, making the brand of the special type livestock, extending the value chain of the characteristic industry to a large extent. The concrete way to realize the goal is to carry out different levels and scales development modes of the agricultural recycle economy on embankment and island under water resource constraints in the Three Outlets area.(5) Development modes of the agricultural recycle economy on embankment in the Three Outlets area include the integration mode of the household agriculture and the recreation, the development mode of the leisure agricultural garden in the city suburb, the planting-culture integration mode in the macroagriculture area, the development mode of the three-dimensional water-system ariculture in the water area. The agricultural recycle economy system on embankment combines water-saving with planting-culture, processing, sale and tour. It forms through cultivating speciality processing bibcock enterprise, developing agriculture product deep-processing industry, extending the agriculture industry chain, and making the processing industry cluster of agriculture products. Besides the common advantage of the agricultural recycle economy, this mode increases the utilization of water resources and decreases the water consumption of the produce and processing of the agriculture product.(6) Development modes of the agricultural recycle economy on island in the Three Outlets area include the integration mode of the riverine, the waterfowl, the fish, the sightseeing for seasonal appearance islands, the integration mode of the forest, the grass, the beast and the herd for several-year appearance islands, and the integration mode of the reed, the forest-husbandry, the forest-agriculture and the sightseeing for other islands. The agricultural recycle economy system on island combines water-saving with planting-culture, processing, sale and tour. It forms through cultivating speciality processing bibcock enterprise, developing agriculture product deep-processing industry, exploiting agriculture industry chain of the forest, reed and livestock processing. Besides the common advantage of the agricultural recycle economy, this mode increases the utilization of water resources, decreases the water consumption of the produce and processing of the agriculture product and protects the ecosystem stability of the lake and the river.(7) The Huarong demostration park constructs development modes of the agricultural recycle economy on embankment and island by four effective measures. It produces obvious economy, environment and society benefits and shows gradually the clear industry characteristic. However, there are some problems in the developing process, such as laking unified planning, policy aid, senior intellectuals and the low level of the agriculture product level, which the further improvement of the park.(8) The tradition agriculture mode on embankment and island has high consumption, high emission, high pollution, high input and low efficiency. Development modes of the agricultural recycle economy under water resource constraints are the change to the tradition mode. The guarantee system with six aspects is needed to fulfill the change:multi-aspect and multi-level management measures, finance-supporting policies and laws, the construct measures of the hydraulic project, the guarantee measure of agriculture technique choose, the guarantee measure of the protection forest of the primary farmland, the socialization service measure.
