Research On Management Model Of Agricultural Insurance In China

As a kind of effective agricultural risk protection mechanisms, agricultural insurance can scatter agricultural risks, stabilize farmers’ income, promote agricultural development and prosper the rural economy; at the same time, as the "green box policy" of agricultural products trade agreement under the framework of the World Trade Organization, agricultural insurance an effective method to improve and perfect the protection system of agricultural used by countries all over the world. As a big agricultural country which suffers serious agricultural disasters, China is in the critical period of the transition from traditional agriculture to modern agriculture, should exert the function of agricultural insurance, guarantee the steady development of agriculture and the national food security, and accelerate the new urbanization and the agricultural modernization. Therefore, China should choose the mode of agricultural insurance suitable for its national conditions, which is very important for the healthy and sustainable development of China’s agricultural insurance.The research ideas in this paper are as follows. First of all, this paper begins with the analysis of the general theory of the public goods, elaborates the characteristics of positive externalities, systematic risk and high information asymmetry of agricultural insurance, analyses the attributes and efficacy of agricultural insurance with the theory of agricultural protection and welfare economics, and stresses that agricultural insurance is strong external quasi public products, which provides theoretical basis for the reasonable government intervention in the management of agricultural insurance. Secondly, starting with the connotation of management model, combining with the previous understanding of agricultural insurance management model, from the perspective of solving problems, this paper defined the agricultural insurance management model. The management mode of agricultural insurance can be defined as the total of the characteristic and stable management rules formed in the long-term management practice of agricultural insurance for the solution of the problems in the development of agricultural insurance, which reflects the relation of benefit balance and coordination of farmers, insurance institutions and government. This paper summarized the basic content of agricultural insurance management model systematically. The basic content of the agricultural insurance management model mainly contains: management objectives, suppliers, demanders and operating mechanism. Agricultural insurance management model mainly answers a series of questions, such as "why do we manage", "who manages", "for whom do we manage", "how to manage" and so on. This provides theoretical guidance for the selection of agricultural insurance management mode nationwide. Thirdly, considering the development trajectory of the management mode of agricultural insurance and the national conditions of our country, drawing lessons from the mature management mode of domestic and foreign agricultural insurance development, combining the toplevel design and the grass-roots vision, we believe that the development direction of China’s management mode of agricultural insurance should be the need-oriented mode of multi-level, diversified management subjects under the guidance of the government, we also put up with some specific suggestions to realize this management model. Based on the above ideas, this paper includes the following parts:The first chapter: introduction. This chapter is the research program of the paper, which plays a guiding role. This chapter mainly includes the research background and significance, literature review, the main content and framework of the paper, the main innovative points and deficiencies. In the part of the review of the relevant literature, this paper summarized and reviewed relevant domestic and foreign literature, explored and studied the management mode of agricultural insurance mainly from angles of theory and practice:(1) theoretical angle, this paper tries to seek for the theoretical basis for the government to intervene in the agricultural insurance market along the analysis path of the attributes of agricultural insurance, the pure commercial agriculture insurance market failure and the increase of welfare;(2) theoretical angle, this paper discuses the management mode of agricultural insurance of main countries, summarizes the experience and lessons so as to provide experience for the management of agricultural insurance in China.The second chapter: theoretical basis. This chapter is the theoretical basis, which provides theoretical support for the research of this paper. Firstly, this chapter introduces the insurance theory and public goods theory, points out that agricultural insurance is a business kind of quasi public goods, which provides a general theory foundation of the research. Secondly, this chapter introduces the theory of agricultural protection, explains the necessity of agricultural protection from angles of the theory of public finance, coordinated development of urban and rural areas, national food security, basic industries and weak quality industry, and the need of international competition, which lays the theoretical foundation for the government to guide the agricultural insurance. Thirdly, this chapter elaborates the theory of mechanism design, which provides the theoretical basis for the design of the operation mechanism of agricultural insurance management model.The third chapter: the review of the history and current situation of China’s agricultural insurance management model. This paper reviews the history of China’s agricultural insurance management model, summarizes the characteristics, laws and achievements of agricultural insurance management model, and analyses the current situation and the problems, which provides research ideas for the top-level design of agriculture insurance management mode.The fourth chapter: the experience and inspiration of agriculture insurance management mode of typical countries. This chapter studies the management mode of agricultural insurance in the United States, Japan, France and the Philippines, makes a comparative analysis on the agriculture insurance management mode of these countries, and sums up the experience and deficiency, which provides experience and inspiration for the top-level design of the agriculture insurance management mode.The fifth chapter: the analysis of the agricultural insurance management model in typical areas--taking Jilin Province as an example. Jilin province is a big agricultural province and also an important commodity grain base in China. Agricultural insurance plays a significant role in promoting the healthy and stable development of agriculture in Jilin. Based on the analysis of practical investigation data, using econometrics tools, this chapter summarizes the influence factors of supply and demand of the agricultural insurance market in Jilin province, providing the basis for the choose of agricultural insurance management model in Jilin Province. Based on the introduction of the development of agricultural insurance in Jilin Province, this chapter analyzes the problems as well as the reasons of agricultural insurance management mode in Jilin province, hoping to grasp the laws and characteristics of the agricultural insurance management model.The sixth chapter: the choice and mechanism design of agricultural insurance management model in China. This paper defines the type of agricultural insurance management model theoretically, and summarizes the principles and basis for the selection of agricultural insurance management model. Based on the national conditions at the present stage, the agricultural production conditions and agricultural risks, the differentiated demand of agricultural insurance management subjects and the national agricultural protection strategy, this chapter conducts the top-level redesign of agricultural insurance management model in China. Based on the above research, this paper believes that agricultural insurance management model should be divided into two stages. At the current stage, according to the idea of "government guidance + market operation", we should build the commercial insurance company management model under the government guidance. At the future stage, according to the idea of "government guidance + market operation + inclusive insurance ", we should build the need-oriented mode of multi-level, diversified management subjects under the guidance of the government. This chapter puts up with some supporting measures for the implementation of the agricultural insurance management model.
