Herdsmen here keep their natural grazing life. Due to their simple and rough grazing practice with low economic profits, herdsmen live in poverty, which also leads to the potential of the break even the disappearance of original grassland culture. In this background, the research analyzed the current development status, upgrading approaches of different husbandry modes, and established a grassland husbandry upgrading evaluating index model and each Sumu’s specific upgrading models and major elements affecting their upgrading, based on interviews, social statistic data, SWOT analysis combined with industry economics, ecological economics, institutional economics and other theories.The research on New Barag Left Banner showed:the county has a rich history with great ecological resources endowment, long grassland husbandry tradition and the advantages of bordering Mongolia and Russia. Although it is with basic condition to develop animal husbandry, it faces many difficulties and problems of high productive cost, backward business practice, low level of systemization, and short product chain, lack of brand effect and human resources. Cooperative model is to solve the money shortage of industrial development and low the cost by reasonably concentrating grassland resources to realize a large-scale operation to increase herdsmen’s professional standard and the connection between producing and government, market, technological and social support to development local culture. Local enterprises and capital market model can boost the commercialization of resources to attract more talents to grassland to start up new business to promote the prosperity of the county to defense the risks and better connect the herdsmen and the capital market. The inter-connection between the three models:there is no clear limit between. Cooperatives are based on the combination of family farms, and with the increase of the efficiency, capital accumulation and surplus labor appear, which lays the foundation for husbandry enterprises. When markets change, the cooperatives may be dismissed back to family farms and so do the enterprises. A single herdsman can paly different roles in the three models.To establish an evaluating index system for grassland animal husbandry upgrading is helpful to assess the comprehensive updating level of each Sumu and identify a major leading updating model.
