| The synchronical development of Beijing-Tianjin-Hebei is an important strategic decisions of the party and the country in the new historical period.Propeling the integrative development of Beijing-Tianjin-Hebei is the concrete implementation process and ultimate goal of collaborative development. It is necessary for the integrative development of Beijing-Tianjin-Hebei to solve the environmental governance, production transformation, urban construction, traffic layout, regional coordination and the several important issues of other aspects, explorating the effective way for regionalcological civilization construction and building cooperative governance model and mechanism in accordance with regional characteristics and actual development are the first option in many propositions. Based on collaborative governance theory, the paper discussed the collaborative governance mechanism and implementation path of integrated development of Beijing-Tianjin-Hebei, by building and analyzing the 3e system dynamics model, stakeholders game model and environmental collaborative governance structure model. To study and solve this problem, is in favour of making scientific definition for the mode selection and mechanism path of environment collaborative governance of Beijing-Tianjin-Hebei from the aspect of theory and practice, and has very vital practical significance in promoting the coordinated development of energy,economy and environment system and environment collaborative governance in Beijing-Tianjin-Hebei region,realizingmechanism innovation of regional development, and then effectively propelling the scientific and healthy development of the integration of Beijing-Tianjin-Hebei. The main contents and innovations of this paper are as follows:(1) Based on the related theory of environmental collaborative governance, the paper expounded the region function orientation and industry layout of Beijing-Tianjin-Hebei, and analyzed the features and realistic foundation of Beijing-Tianjin-Hebei integrated development. It indicated that the function orientation and industry layout in different regions provided intrinsic motivation for achieving the coordinated development of energy, economy and environment system and then realizing collaborative governance of environment inBeijing-Tianjin-Hebei, and explained the necessity of the implementation of environment collaborative governance to solve the environmental governance issues existed in the integration development of Beijing-Tianjin-Hebei. And then, the operation mode of environment collaborative governance was deconstructed scientifically in view of the foreign experience on cross-regional environmental governance and comparative analysis of environmental governance pattern. This paper has innovatively improved the traditional environmental governance mode which is limited by administrative divisions and combined advantages of government-led mode, market-led mode and multi-level governance mode, and proposed that environmental collaborative governance is an effective way to solve environmental issues under integrated development of Beijing-Tianjin-Hebei.(2) According to system dynamics theory, the paper put forward 3E system concept for the environment collaborative governance of Beijing-Tianjin-Hebei integrated development,and analyzed the five sub-system of economic driving, energy support, environmental carrying, social development and policy control concretely. And then, the paper explained that a series of related policies that our country has issued in recent years, including economic structure transformation, energy structure adjustment, new energy development, new energy prices and subsidies, environmental protection and so on, would has important impact on the environment collaborative governance effect of Beijing-Tianjin-Hebei integrated development.On this basis, the paper constructed the system dynamics model of environmental collaborative governance under Beijing-Tianjin-Hebei integrated development, and demonstrated the 3E system operation effect of environment collaborative governance from the theoretical level. And then, the simulation was carried out with the economic and social development data of recent years in Beijing-Tianjin-Hebei, and the effectiveness of environment collaborative governance of Beijing-Tianjin-Hebei integrated development was proved via simulation results analysis and sensitivity analysis. The paper further strengthened the scientific cognition of this argument and indicated that collaborative governance was an effective route to solve the environmental problems of Beijing-Tianjin-Hebei regions by building the 3E system dynamic model.(3) Based on the theory and method of stakeholder and game, the paper studied the stakeholder of environmental collaborative governance in Beijing-Tianjin-Hebei integrated development, systematically analyzed the role orientation andactors structure of stakeholders in environmental collaborative governance, discussed the mutual relationship and benefit subject behavior among stakeholders, established the stakeholders game model of environment collaborative governance, and elucidated the game of central government and local government, local government and enterprise, enterprise and society and the multi-agent collaboration of stakeholders. On this basis, the paper lucubrate the stakeholders behavior and strategy selection in the environmental collaborative governance of Beijing-Tianjin-Hebei integrated development, and then demonstrated that the cooperative effect would contribute to improving the effect of regional environmental governance and significantly increased overall welfare level of stakeholder groups. The paper laid the theoretical foundation for establishing the structural equation model of the environment collaborative governance of Beijing-Tianjin-Hebei integrated development Scientifically and effectively by constructing stakeholders game model.(4) According to the analysis thought and methods of structural equation model, in order to interpret the encouragement and response effectiveness of the environment collaborative governance of Beijing-Tianjin-Hebei integrated development, the paper constructed the structural equation model on basis of clarifying the impact of subject behaviors of government-enterprise-social on the environment collaborative governance, designed the questionnaire investigation, and analyzed the effectiveness of the structural equation model data of environment collaborative governance from the dimensions of reliability and validity. And then the papercarried out measurement analysis and structure analysis based on the analysis validity of data, amended and fitted the structural equation model data of environment collaborative governancescientifically, and eventually gained the governance structure model of environmental collaborative governance that accord with the integrated development of Beijing-Tianjin-Hebei. The paper provided scientific theory foundation and concrete empirical data support for the mechanism design of environmental collaborative governance of Beijing-Tianjin-Hebei integrated development by constructing the governance structure model of environmental collaborative governance.(5) Based on the above-mentioned research, the paper designed theoverall framework for environmental collaborative governance of Beijing-Tianjin-Hebei integrated development according to the scientific definition of environmental collaborative governance mechanism of Beijing-Tianjin-Hebei integrated development, defined thecoordinating authority of environmental collaborative governance, expounded emphatically the formation mechanism, operating mechanism and guarantee mechanism of environmental collaborative governance mechanism, and systematically illustrated the operation mode and function of the mechanism. And then, according to the internal demand and realistic basis of Beijing-Tianjin-Hebei integrated development, the paper discussed implementationpath of environment collaborative governance of Beijing-Tianjin-Hebei integrated development from these levels of legal systemguarantee of environmentcollaborative governance, role of the central government, relationship between the central government and local government, the participation of enterprises and social etc. As the final foothold in this paper, the specific design and path analysis of mechanism of environmental collaborative governance under Beijing-Tianjin-Hebei integrated development has been made, in order to strengthen the effect of environment collaborative governance under Beijing-Tianjin-Hebei integrated development effectually and ensure the final practice of scientific operation and related policies of environmental cooperative governance mechanism.The integration development is a national policy, and the collaborative governance of environment is the key.The above-mentioned research in the paper contributed to forming the theoretical support for the scientific design of environmental collaborative governance under Beijing-Tianjin-Hebei integrated development in terms of theory, bulding the environment cooperative governance model and analysis method system of the integrative development of Beijing-Tianjin-Hebei on the methods, achieving the mechanism design of the environment collaborative governance of the integrative development of Beijing-Tianjin-Hebei in practice, and thereby provided some intellectual support of theory, method and countermeasures for the environmental collaborative governance under Beijing-Tianjin-Hebei integrated development at the theoretical level, method level and practice level.
