Research On Evaluation Of The Moderate Local Government Size

Government size relates the normal operation of administrative system, determines the consumption of government administrative costs and enhancement of government efficiency. Thus, what is the government size of one country, is a realistic problem which is concerned by countries’governments and academics. Governments’sizes in different countries have expanded during the last century. While, it doesn’t mean the government size can expand unlimited. The social public needs determine the government size. If the government size exceed the needs, there will lead to some negative impacts. Plenty of historical evidence proved that there existed some issues of administration inefficiency due to unlimited expending of government size. In order to establish an ideal and modest government, government departments in different countries have been put on hold revolutions of administration systems. Meanwhile, scholars also have carried on related studies. So do the Chinese government. By the rapid expending of Chinese government size, China have also proposed some practical and theoretical research works. To our country, administration evolutions have controlled the size of government administrations, while, little help to the level of local government size. The local governments’scales in China are difficult to get rid of the cycle of "streamlining-expansion-to further simplify-and then expansion ". how to get rid of this type of cycle, how to implement the ordered increased of government size, how to construct a proper local government size, are all the issues we should research in depth.In order to proper evaluate and complement the approach to construct the local government, in this paper, we try to analyze the system factors and random factors which might been impact the size of local government. In the view of systematical, the whole administration system has been seen as a large system, and the local government has been viewed as an element in the whole administration system. Then, we need to select some proper impact indexes. Here, we choose 31 local governments from various provinces, Anhui province government, and 16 local governments in Anhui as the date set. And then, construct several mathematical models from three aspects to evaluate the government size. Finally, propose some advises to evaluate the local government size and proper construction.The main contents of this paper are listed as follows:(1)Introduction. In this part, we first introduce the background and meanings of this research, and conduct a comprehensive sort from both domestic and foreign researches. Based on the basic research points of government size, and the present research of each basic points, we present the research summarize.(2)Some related notions and evolution history of the government size. This part, we mainly define the core concepts of local government and its size. Then, we analyze the factors which might be affecting the government size. Also, we recall the evolution and development process of our government size.(3)In this part, we propose an evaluation system for provincial local government based on DEA-Gini model. We first analyze how to check the government size on the whole. Then by using the data selected from 31 provincial governments, and by choosing the total number of administrative preparation resources as the evaluation index of the government size, we adopt the DEA-Gini model to evaluate the overall efficiency of administrative preparation resources distribution in 31 provincial local governments. The evaluation results shown that, most of the provincial local governments are lie in the status of DEA invalid efficiency. Government scales in each level still exists a certain space to reduce. Compared with other provinces, the government size in Shanghai is the best. But there still exists some reduce space. The size of Anhui government lies in the middle position, has the representation meaning.(4)In this part, we research the adaptation perspective evaluation of Anhui local government based on the VAR model. We choose the Anhui province government as the research objective, and analyze the adaption problem between the government size and social public utilities management based on the efficiency evaluation of administrative preparation resources. We select the public utilities management as the explanation variables, such as science and education management, medical and health management, social server management. Meanwhile, we select the size of administrative preparation resources which is reflected the government resource scale as the variables being explained. And then we evaluate the impact relationship and adaption between these two types of variables based on the VAR model. The research result indicates that the impacts from all the indicates of public utilities management to the government resource allocation exist certain hysteretic nature. And government resource allocation cannot satisfy the public management needs at present.(5)We conduct a comparative analysis between various urban local governments based on the intuitionistic fuzzy multiple attribute decision making method. In this part, we select 16 urban local governments in Anhui province as the data set, and design the index system to evaluate the adaption of government scale. By the questionnaire form and intuitionistic fuzzy multiple attribute decision making method, we evaluate the urban local governments from inside and outside scales, and make a comparison. The result indicates that, there exists big differences between outside scales and inside scales for 16 urban local governments in China. The match between the outside of human resource and the department size, also the match between the inside of human resource and power scale, indicate the local government have separated from the normal orbit of allocation between function and power by government scale decision. Additional, we can find that, the outside scales of most urban local governments are bigger than the inside scales. So, we can explain the phenomenon of government scale expansion in our country for the other side.(6)Finally, we propose some advices to the evaluation of local government scale and the adapted construction. In this part, we give some suggestions from the views of evaluation system, legally insurance and third-party evaluation base on the government scale evaluation. And also, we propose some suggestions and advises about how to construct a moderate size of government, such as the appropriate management opinions’ establishment, and the evaluation system improvement, optimize and standardize preparation of management, control staff size, standardized expenditure, control the size of the administrative costs, the transformation of government functions, control functions of the scale, foster social organizations.
