The Research On The Public Finance Supply For Public Security

In the transformation process of society and economy, the crisis of society public security occurs often, leading to a series of serious consequences, due to conflict on the interest distribution. Based on such a realistic background, the research on the public finance supply for the public security try to discuss how to use the public fiscal policies and tools to improve the level of society public security.The studies held the presupposition, that every crisis event of society public security was embed into the life course of society and economy, not a separate exsistence of the isolated incident, delivered the information about the society and economy. Under this logical framework, the studies try to reflect the problem about the quality and quantity of economy throught every crisis event, and discriminate the influential variable to the level of the fiscal expenditure to pubic security.The studies puted the discussion on the research on public security under the economics dicspline, not limited to traditional politics, administration, sociology,etc. which be abundant to the choice to theories and tools on studies, by the cross of discpline. In addition to the traditional literature tool, was alo used in mainstream social ecnonomic ananlysis tools, such an SPSS and Eviews, Epidata, Excel function.The whole paper consisted of six chapters. The first chapter mainly introduced the study background, and the significance to the topic, and research design, and the used commonly concepts related with the idea of a substance. The second chapter was the domestic and foreign literature reviews about this studies. The third mainly discussed the types of the crisis event of the society public security in the realistic life. The fourth under the match of administration power and expenditure responsibilities, discussed the possibility of financial investment and financing by the big data on the administration of society public security. The fifth was mainly about the model to panel data, which figured out the scale and level of finance expenditure to the public security, on the provincial local government. The sixth, from the process of finance supplies, discussed the relationship between the government and the residents, the interpretation to the scale and level of the fiscal expenditure, and fiscal expenditure performance evaluation.The core concept of the paper referred to the society public security, which was under the framework of non-traditional and comprehensive safety, differed to military safety, state safety, polity safety, and regime safety. On the illured factors, we pay our research attention to the society, not nature, focused on the variable about economy and society.The study seleced the level of fiscal expenditure to bublic security on provincial governments as the interpreted variable, prepared to review the excessive 50 variable as the interpreting variable, from the development of economy, the growth of population, the wealth of residents, and the new urbanization. By the test of correlation and the comparison of coefficient of Variation, decided the four variable into the model of panel data, such as electricity consumption by region, population at year-end, saving deposit of households, area of built districts. The output presented the facts, that four variable above had the significant influence to the level of fiscal expenditure to the public security at the 0.05 level, and the coefficient of every interpreting variable passed the test of the statistics.Based on the output of panel data, and the analysis to the investigation data, the research proposed some suggestions to the finance supply for the public security, such as considering the incitement around the relationship between the government and the residents, interpreting the level of fiscal expenditure to public security in the view of demand and supply. Designing the way of evaluation to the efficiency of the fiscal expenditure to public security was also necessary through the common sense of security about the residents.
