This dissertation analyzes and reviews the cause of formation of the American Environmental Protection Policy through the study on the Ame rican environmental protection movements and the evolution of its env ironmental protection policies,centering on the theme of "The Devel opment of the American Environmental Protection and the Evolution of the Environmental Protection Policies of the Federal Government" The dissertation traces the overall history of the American environme ntal protection:the public awareness of environmental protection cam e up from none,and the federal treatment of the environment has unde rgone the change from a bystander to a supervisor.The author makes r esearches on the American environmental protection measures,especial ly the change of the environmental protection awareness after WWII. The introduction summarizes the birth and development of the environm ental pollution in the US,pinpoints the academic and empirical value of this dissertation,and presents the latest academic studies in th is field.Chapter One discusses the cause of the environmental pollution in the US and analyzes the causes from the perspectives of social value,so cial and industrial development,population,resources and state admi nistration.The dissertation points out that though the US has develo ped from an agricultural country to the world's most advanced indust rial country,negative impacts has arisen concomitantly.Chapter Two explains the social background of the environmental prote ction policy evolution in the US.Economic develop brings along not o nly the advancement of social life,but also the serious destruction to the environment,which leads to various social problems.Hence the re comes the need to change the environmental protection policies in the US.From Theodore Roosevelt and Nixon to Regan,their environment al protection practices have laid a solid foundation for the current American environmental protection policies.Chapter Three mainly talks about the water pollution treatment polici es in the US,including the analyses of the condition of the water po llution,the puzzles of the local government in treating water pollut ion and the measures of the federal government to prevent water pollu tion.This chapter also analyzes and explains the change and developm ent of the policies to water pollution in the US.Chapter Four presents air pollution treatment policies in the US,whi ch includes the change in the awareness of air pollution in the US,t he measures from the federal government to treat air pollution and hi storical analysis of famous cases in Federal Supreme Court.This chap ter also analyzes and explains the change and development of the poll cies to air pollution in the US.Chapter Five analyzes and summarizes the experiences of environmental protection in the US.Based on the previous four chapters,this chap ter essentializes the main experiences of the US Federal Government i n balancing environmental protection and economic development through the study on the environmental protection organizations of the US Fe deral Government and the measures of treatment.The conclusion sums up the environmental pollutions in the US and the ir treatments.This dissertation concludes that economic development should not be achieved at the expense of the environment and the prin ciple of sustainable development should be advocated so as to realize a balance between economic development and environmental protection.
