It is a strategic mission for our national economy and social mid-long term development to build a resource-conserving and environment-friendly society. Saving energy and low-carbon development are very important and pressing tasks for global countries, especially for developing countries. For power supply enterprises, transmission substation and distribution energy loss are main power supply costs. In recent time, with the increasing of electricity need and the development of'Four-reaching-user-Service'in villages, the line loss of medium and low voltage electicity grid is getting bigger and bigger. How to decrease the line loss of medium and low voltage electicity grid is a key sally port for power supply enterprises to realize the targets for saving energy and reducing emissions. Presently, China has assessment indicators for management of medium and low voltage electicity grid line loss, as well as relevant theoretical calculation and different measures to decrease line loss, but at time of greeting the new era of smart power grids, there is no standardized and mature decreasing power grid line loss management solution about how to connect scientific management skills with advanced and intelligent technical skills from both strategic and tactical perspectives, while how to move forward on the base. The thesis solves the problem of man-made factors'disturbance to line loss management indexes through setting up scientific management system, creative point-wise calculation method applying to medium and low voltage intelligent grid. The thesis also provides some measures to decrease line loss substantially, offers reference on medium and low voltage intelligent grid line loss management for power supply enterprises, and promotes the level of medium and low voltage electricity grid line loss management in our country.The breakthrough point of the theme is a hot issue faced by power supply enterprises at home and abroad as well as electrical theory horizon. The research contents include frontier theory and calculation about line loss management exploration as well as innovation practices, which is a new and the most effective method to research medium and low voltage intelligent grid line loss management in our country at the present time. Chapter 1 introduces the background, purpose and meanings of study, states the research contents, methods and road map, and summarizes the important point, difficult point and innovations of the thesis. Chapter 2 is the theoretical foundation of the thesis. It discusses the main theory and knowledge involved, including the concepts and indicators about power grid line loss, the importance of management and the intelligent trend. Chapter 3 researches current situation of medium and low voltage line loss management in China, points out the shortage and states scientific ling loss management system. Chapter 4 constructs line loss framework based on intelligent grid, researches the main characteristic, design principles and contradictions of intelligent line loss management. Chapter 5 constructs the technical system about medium and low voltage intelligent grid line loss management, which includes grid planning, construction and economic operation, explores a new calculation method. Chapter 6 constructs the organizational system about medium and low voltage electricity grid line loss management, researches the organization structure, development planning and evaluation. Chapter 7 constructs the assurance system of medium and low voltage electricity grid line loss management, includes four parts which are organizational construction, personnel assurance, safeguards assurance and inspiration assurance. Chapter 8 selects Shandong Xiajin Electric Power Corporation of State Grid as a research object to make empirical research, shows the effective tactics and measures for power supply enterprises to decrease medium and low voltage electricity grid line loss, and makes applied research about feasibility and applicability of medium and low voltage electricity grid line loss management in Shandong Xiajin Electric Power Corporation of State Grid.
