| In order to deepen intension and enlarge reproduction, solve the shortage of rail freight in China, The Ministry of Railways build the direct connection transportation organization,wish to reduce the intermediate links which influence the efficiency and make the links become unobstructed through refining decomposition transport organization working procedure, reengineering the work flow and reforming the related equipment. But in practice,there exist some problems,for example,the strategic guiding ideology is not clear,the organizational procedures of freightage between railway and enterprise is not reasonable, the evaluation system is not builded before and after the direct connectionand.The dissertation study those key questions. First,the dissertation analyses the advantages and disadvantages in direct connention transport with the SWOT analysis method,studies the key questions in direct connection transportation, establishes the transportation strategic planning,which Facilitates the freight intensive strategy and big client strategy in freight sale in railway. Second,the author always sticks to the different-situation-different-solution principle in study.Based on different enterprise types and railroad industrial sidings,the dissertation optimizes and reengineers standard and special direct connection transportation organization,theoretically compares and calculates the freight flow organization,transportation organization,scheduling command,operation process,and puts forward the theory of direct connection transportation,which is different from the theory of the traditional transportation organization.And on that basis, the dissertation puts forward the optiniztion theory of the direct transportation,which establishes the comprehensive optinization model and analyzes the model quantificationally,providing the theortical support for the direct transportation. Finally,according to the influence factors, the dissertation establishes a system to evaluate the effect of implementing the direct connection by the analytic hierarchy process and grey evaluation method. In the system, first,it has to get the index weight through the expert scoring method and establish the sample matrix; second,it sets evaluation gray type and whitenization weight function according to the evaluation index; thirdly,it determines the weight of evaluation indexes grey evaluation matrix,the prey comprehensive evaluation vector and gray type;at last, it gets the comprehensive evaluation value,which can be used to evaluate the effect of implementing the direct connection.Through establishing the direct connection transportation strategic planning,optimizing and rebuildng the operation process,establishing the implement conditions and the evaluation system,the dissertation solve the key questions in the direct connection transportation.The conclusion provides the theoretical support to implement the direct connection transportation in China's railway system.The dissertation takes the direct connection transportation between the ShangHai railway administration and Huainan Mining Group as an example.The implement result and the principle of the example can positively show all the railway system how to implement the direct connection transportation. |
