This study is on the theoretical basis of systematic ecology, forest health and rough set, base on the data of the investigation of the standard area and the investigation under category II of "Tenth Five-year Plan" forest resource, Inventory and on the basis of the evaluation of the past forest health, by building index system of hydrological function like water conservation function of headwater conservation forest, uses rough set attribute reduction algorithm to simplify the index system, and employs the rough sets concept to determine the weight of each index, finally build comprehensive evaluation model of headwater forest health based on rough set theory. Evaluate the health status of headwater forest within the study area from the scale of standard area, the evaluation result is designed to provide theoretical reference for the sustainable management of headwater forest in the water district in typical regions of mountainous area in North China. The specific findings are as follows:(1)From the scale of headwater forest plots, according to the theory of ecological security, sustainable development, biodiversity, take the method of combining quantitative and qualitative, initially built water Conservation Health Assessment Indicator System from the three aspects of the level of productivity, water conservation function and recoverability, after screening,12 indicators were selected such as the effective holding water of litters as a evaluation indicator of headwater forest health.(2)Based on the computational model of rough set theory to build the calculation model of Headwater Conservation Health Assessment, and calculate the reduction and weight of the index properties. Through the objective weights and objective weights. of the index properties of headwater conservation forest, to acquire the comprehensive weights of the index property, as a result, the comprehensive weight of the volume of per unit area is 0.301, the comprehensive weight of the species diversity is 0.261, the comprehensive weight of the effective water holding capacity of litters is 0.180, the comprehensive weight of the stand structure is 0.169 and the comprehensive weight of canopy density is 0.089.(3)Evaluation results:in the selected 96 study plots of typical regions of mountainous area in North China, the distribution of the health status of the study plots of headwater forest headwater district in Beijing is as follows:5 for high-quality, 12 for health,25 for sub-health,14 for ill health,6 for disease;in Hebei is:3 for high-quality,7 for health,13 for sub-health,5 for ill health,6 for disease. These results suggest that the overall health status of headwater forest in Beijing and Hebei is poor, the administrator should propose appropriate recovery measures to improve the health status of the headwater conservation forest timely and effectively.(4) According to the data and the health status of the study area, based on rough set theory to build the Headwater Health Assessment System, and made the use of rough set analysis tools Rosetta to extract decision rules can be used for health assessment.(5)This paper propose a set of business strategies and models of headwater forest by evaluating the health status of the headwater conservation in the study area and according to the results of the health status assessment, and drawing on the research experience of domestic and foreign sustainable management to headwater forest. Among them, the measures of health management include:healthy business planning of headwater conservation forest, healthy management of headwater conservation forest, close-nature management, Headwater Conservation Health Assessment, and universal participation, totally five aspects;four kinds of operation modes are put forward for different kinds of sites and stands, which include:tending logging mode, tending business model,stand improvement mode and Closing mode.
