AIDS is an incurable contagious disease currently which is infected by immunodeficiency virus. Since the 80's last century, AIDS become a very serious public health and social problem, which is related to the issue of human society development.AIDS is not a danger that individual confront. It is a social and ethical issue which is beyond medical field. We should differentiate the individual interest from social interest. Some time, we even have to sacrifice individual interest to realize the social one. It's very important to deal with the relationship between individual interest and social interest in public health. AIDS is a high contagious disease. And people always to regard the sufferer as being licentious, poor, and immoral. The popular discrimination makes it more difficult to cure the disease. We need to ask medical professional staffs to cooperate with social groups to control the disease. Social groups would play a very important role to control the AIDS by taking comprehensive ways. And medical staffs have to give professional advice and technological support.According to its special function and strong ability to take use of the social resources, government would undertake the primary social responsibility and moral duty. Government should enact relative laws and regulations to prevent AIDS from spreading. It ought to take effective ways to eliminate discrimination, publish real information, distribute the public medical resources equally and support NGOs. The community must take its advantages to construct aid net to service for AIDS sufferers and take care of them. Community also could organize the knowledge training, guide the proper life style, and find valid ways to deal with the social problem caused by AIDS. Family undertake the duty to give their children more educational chance, improve life quality, take good care about the AIDS patients in order to restrain the infection of AIDS. NGOs are always popular in society. They are inclined to be accepted by social groups. Thus, they could organize some social activities to care bout brim groups and give them necessary help. On the other sides, AIDS sufferers should keep optimistic attitude to the life and cooperate with doctors to struggle against the disease. Medical staffs can't refuse to cure AIDS; on the other hand, they have duty to protect patient's rights as privacy. They should propagate knowledge about AIDS and supply some public health services as consultation. Media is a social object which could construct a bridge to make all the groups make effort together to get rid of all negative influence and help the AIDS patients.We should build prevention system which is people oriented. We have to obey the principles of forgiveness, equality, respect and efficiency. We need to try ours best to take scientific public health policy, create more new medical technology, and solve the ethical contradiction to make the AIDS spread speed slow down, reduce the social damage from AIDS. Otherwise, we have to improve the professional level of staffs by scientific management and giving them higher quality training.
