Beijing Materials Systems Research (1949-1966)

Material is the foundation upon which the social production goes smoothly, as well as the guarantee of the healthy development of national economy. At the same time, Material (means of production) also determines the production of the means of subsistence, while necessity of subsistence is the necessary condition of human survival and development. Therefore, material determines the living quality standard of the people, as well as the national strengths and the development of social economy.The material system is a set of the system of the ways and institution as well as material organization that makes and conducts material production, distribution and recycling of the material which is established by a country or a region in a certain historical period. To make some research on material system after the founding of the People's Republic of China, and to put forward some existing problems of the material system and countermeasures for the system, would have a certain theoretical meaning and practical significance to the reforms and perfection of the material system, as well as for ensuring material supply.The dissertation consists of 7 chapters besides the introduction and a conclusion.The introduction sets forth the review of related research historiography, sources of related materials and the methods of research and the innovation.The first chapter briefly discusses the material system of China during the period of Anti-Japanese war. The main contents include the policy of the national government of the material controlling and of the Anti-Japanese Base and the Japanese system of plundering and controlling material in the enemy-occupied area.The second chapter discusses the concept of material in planned economy. The first section discusses the intention and the extention of material,the number and the names of both of material.The second section discusses the units supplied by Beijing,the source of the material and so on.The third chapter discusses the evolution of the Chinese material system (1949-1966). This chapter is divided into three sections. The first section discusses the management approach of material classification, the comprehensive balance of Important materials, the planning allocation method of material, the characteristics and problems of material system during the first five year Plan Period. The second section discusses the change of material system and its consequences during the "Great Leap Forward". The third section discusses the transformation of material system and its achievements and shortcomings during the national economy adjustment.The fourth chapter discusses the material organization of Beijing. The first section introduces the establishment, functions of the distribution office of the Planning Committee of Beijing City, and introduces the division of responsibility of the Materials Bureau.The second section introduces the establishment, organization and functions of the material supply Bureau and the material Management Bureau of Beijing city. The third section discusses the establishment, functions of Coal Corporation of Beijing City.The fifth chapter discusses the material plan of Beijing city. The first section discusses the kinds and process of materials planning. The second section discusses the evolution of the material plan model. The relationship between centralization and decentralization as well as the relationship between the material production and material circulation.
