Study Of China's Cultural Diplomacy

With the end of the Cold War, culture went forth from the backstage within the international politics. The report of 16th CPC national congress points out: Nowadays, culture, politics and economy blend as well as milk and water. And they play more important roles between countries'competition on comprehensive power. Thus states the role and character of culture in international politics.As a third dimension to international politics research, culture has been paid unparalleled attention. People usually regard the word with conceptions as international system, power balance and economic interests. The appearance of international culture theory changes that, and renews the factors with cultural backgrounds and geographic circumstances. However, the academic circles often focus on the influence that culture made on their diplomatic decision, apparently overlook that culture should be used as diplomatic tricks. Compared with theoretical shortcomings, cultural diplomacy is used as a vital means of"soft power"in each country's international strategy, especially for the western countries'activities are in the ascendant. So the research on cultural diplomacy isn't only the deepening of international culture theory, but the necessity of diplomatic practice.Directed by Marxism and analyzed through multi-subjects, the essential conception of cultural diplomacy is deduced from relatively independent ideology in this paper. Cultural diplomacy refers to: a country devotes itself to establish, expand and preserve its relationship with foreign countries by disseminating its culture. And during this course, the country's mechanism, value system and charming culture could be enhanced though bilateral or multilateral relations. This conception points out the duality of cultural diplomacy. That means: as a part of national foreign affairs, cultural diplomacy is a significant way to achieve a country's strategic goal. At the same time, as an objective way of communication activities, cultural diplomacy is also an important part of countries'foreign culture affairs. Based on summarizing the historical evolution, organizational system, way and pattern of Chinese cultural diplomacy, this paper puts forth effort to explore the utilization of cultural diplomacy in China's international strategy, and its influence on China's cultural foreign relations.
