Xinjiang has historically been a multiethnic and multilingual area. In many areas, the Han and minorities live in the same region, work together and have multiplied, contributing to local economic development and the establishment of modern China. Due to the need to communicate with neighbors of a different nationality, the phenomena of bilingual teaching, bilingual learning and bilingual translating occurred. For a long time, the central government and the Xinjiang local government have kept a close link on politics, economics and culture. This has made the bilingual phenomena of Xinjiang become prosperous. This essay is written on the basis of absorbing the results of previous studies, it makes a description and study of the bilingual phenomena's occurrence and development .In addition, it also combines the knowledge of linguistics, education, history, sociology and ethics. Finally, after utilizing the Chinese materials and the foreign researching materials, it has explored the relationship between the bilingual phenomena and the social development.The whole text is divided into five chapters. Chapter I is an introduction. It is about the important meaning of the relationship between bilingual phenomena and the social development in Xinjiang. This chapter also introduces the current status of academic research on this issue. At the same time, this chapter also describes the basic ideas and the focus of the difficulties and research methods.Chapter II is "the historic retrospect of the occurrence and the development of the bilingual phenomena in Xinjiang". It mainly states the links between the inland and Xinjiang, the resettlement of migrants in Xinjiang, the ancient Xinjiang education and translation activities.Chapter III is "the bilingual phenomena's impacts on the social development" .It mainly states the influences of the bilingual policies of the period during the Ming dynasty and Qing dynasty on the social development, the revitalization of contemporary and modern Xinjiang bilingual education and its measures and features, the contact and influence of bilingual culture during the Ming dynasty and Qing dynasty.Chapter IV is "the development of bilingual work from the founding of the PRC to the reform and opening up". It mainly states the bilingual policy after new china was founded, the bilingual teaching and the development of the bilingual new publishing.Chapter V is "the bilingual work in the new period". It mainly states the development of bilingual teaching in new times, the improvement of the bilingual policy, the attitude of the bilingual people and the choice of the language using, and the trend and the government' bilingual policy are studied from macro-angle.
