There existed causes of instability in Xinjiang during Yang Zeng-xin's governing Xinjiang, including Russia and Outer Mongolia's invasion, the influence of Russia Civil War, the independence of Aertai ,Yily and Tacheng, the conflicts and imigrators in Xinjiang, as well as the influence of Pan-Islamism from Turky. There were some elements of limiting Xinjiang's development, including bad condition of economic and education, as well as the financial difficulty. This dissertation discusses about Yang Zeng-xin's contribution to Xinjiang's stability and development and analyzes the default of his measures.The dissertation analyzes Yang Zeng-xin's measures and the role which plays in stabilizing and developing Xinjiang through studying his governing, by taking the use of Ethnics and Ethnic Phsycology, ects.The preface includes the causes, significance and value of choosing the subject, the methodology, the creation and defaults of my dissertation, as well as the summary of studies on Yang Zeng-xin.Chapter One is that Yang Zeng-xin unified Xinjiang by merging Yili, Tacheng and Aertai into Xinjiang. Yang Zeng-xin centralized the minitary and political power by reforming the official systems,and weakening Yili revolutionary power. Chapter Two is that Yang Zeng-xin succeeded in solving the Hami peasant rising, Gelaohui's riots and immigrating problems, etcs, by force or peace. Yang Zeng-xin also succeeded in resisting invading, maintaining Xinjiang's safety and stability by enforcing military power and weakening it. Chapter Three is that Yang Zeng-xin succeeded in administrating the nationalities in Xinjiang by comforting and keeping them in balance. Afraid that Xinjiang was influenced by pan-Islamism, Yang Zeng-xin resisted the external religion into Xinjiang by controlling and getting rid of the preachers from Turkey in order to keep stability in Xinjiang. Chapter Four is that Education developed slowly in Xinjiang because of Yang Zeng-xin's attitude towards it and the bad condition of it. Yang Zeng-xin also resisted external culture to keep Xinjiang in stability. Chapter Five is that Yang Zeng-xin succeeded in protecting the rights and extinguishing the foreign aggression through peaceful diplomacy, solving the problem of Russian Kazaks and defeated army entering Xinjiang. Chapter Six is about expliciting the resources and developing economy. Yang Zeng-xin bettered Xinjiang's financial situation by seeking financial resources and reducing expenditure. He developed agriculture, industry and trades by reclaiming wasteland, encouraging to set up factories, and pursuing eaqual right in trading with foreign countries.In the conclusion, this dissertation discusses about the characteristics and effects of Yang Zeng-xin's policy and his measures, discriminates so-called"no-action governing(wu wei er zhi)", drawing a conclusion that Yang Zeng-xin's governing is not"no-action governing"as a whole.
