The developing and improving of Ethnic Regional Autonomy is supported and restrained by the institutional space. From the angle of institutional space to search for the basic law, we should emphasis on multicomponent actors, relationships between actors, different institutional space formation, and the relationship between them, etc. The institutional space of Ethnic Regional Autonomy consists of state-institutional space and social-institutional space, the special institutional space is the outcome of special political interactive relationship. State-institutional space interacts with non-state institutional space, construct the whole institutional space, support and restrain its development.At the stage of organization building and institution forming, the developing of Ethnic Regional Autonomy is limited in the state-institutional space, advanced by the state power. The transformation of social structure in the course of urbanization asks Ethnic Regional Autonomy to go beyond the traditional state-institutional space, restructure and expand its institutional space, focus on interaction between the state and non-state institutional space. Therefore, the core issue of this paper consists of two sub-issues:First, what effect has the process of urbanization has brought to Ethnic Regional Autonomy? Second, how will the Ethnic Regional Autonomy to reorganize and expand its institutional space?Uneven development of institutional space is the logic and practice starting point of Ethnic Regional Autonomy's development. The developing of urbanization has broken for the division and reconstruction of institutional space. With the advance of the urbanization, the intergovernmental relations of Ethnic Regional Autonomy has been adjusted, ethnic autonomous local government has been strengthened, while the local administrative divisions has undergone new changes. Urbanization also brings economic and social basis of regional ethnic autonomy in the development, the emerging socio-economic factors (including ethnic factors) to participate in the political life of the Ethnic Regional Autonomy, and thus the institutional space has faced structural transition pressure. To meet the demands of urbanization, the central and autonomous local governments need to continue to accommodate new socio-economic factors. In the process of socio-economic factors growing and institution accommodating socio-economic factors, the institutional space of Ethnic Regional Autonomy is achieving transition.
