As the development of the society, it has been becoming a consensus that the theme of this era is"peace and development", and to pursue economic development under resources constraints has already become the focus of all governments. However, national defense construction has significant meaning no matter when it is, especially in the future. As human society entered 21st century, the rapid development of the information technology promotes and accelerates the development of the whole society, thus leads to great revolutionary changes in every aspects and levels of our social life, including politics, economy, culture, macro level, and micro level etc. Reflected in the military field, since 1970s, this kind of revolutionary change has been showed as the new global military revolution which essence and core are the change from mechanization to informatization, including the form of war and the construction of army.In this history context and era background, it has been the focus of all governments and important research subjects of scholars that how to coordinate the construction of national defense and economic development, and how to achieve these two indispensable goals at the same time without suppressing any of them. To achieve these two indispensable but contradictary goals through the implementation of"The Policy of Military and Civilian Integration"has become a consensus. Many countries represented by America, Japan and Russia have been conducting positive exploration, to some extent, have gotten some theory achievements.Since the founding of the People's Republic of China, related practices have been conducted continually, however, till today, how to implement this strategy better is still at the first stage of exploration in the practical field and also lacks a better explanation in theory field.In this paper, based on organizational development theory, organizational change theory and institutional entrepreneur theory, the history process of China's implementation of"The Policy of Military and Civilian Integration"as well as its internal mechanism has been studied and some relevant policy suggestions and practice measures have been given accordingly, thus to improve the understanding of "civil-military integration" strategy and provide the corresponding practice guidance.The main contents are:(1) Through deep analysis of the difficult situation faced by all institutes which are implementating"The Policy of Military and Civilian Integration", it is sugguested that the difficulty is"the competency traps"and"the change traps", its essence is a divergent organizational change. The related theories of organizational change are reviewed as well as the theories on which this paper based. After difining some related concepts, through reviewing of realated researches and practice at home and abroad, the existing achievements and problems in theory, methods, research problems and practice are concluded.(2) Analyzed the institutional context of China's implementation of"The Policy of Military and Civilian Integration"in depth. At first, with consideration of the process of national defence construction of the People's Republic of China, the history process of China's implementation of"The Policy of Military and Civilian Integration"was divided into four distinct stages, and the representative events were sorted. Then, take the case of Jiu Zhou Group as an example to improve that the above stages divesion is scientific. Then, drawn some lessons from the implementation of America, Russia and Japan, the institutional environment and current problems of China's implementation of"The Policy of Military and Civilian Integration"were comprehensively analyzed and summarized. After analyzing the different characteristics of these stages, the connotation of"The Policy of Military and Civilian Integration"was explained in detail.(3) Based on organizational change theory and theoretical sampling principle of case studies, the driver model of organizational change was drawn from four field cases of implementation of"The Policy of Military and Civilian Integration". From the importance of organizational climate, this model shows the internal mechanism of the implementation of"The Policy of Military and Civilian Integration"in depth. So, this part gives good theoretical support to the following political suggestions and practical guidance.(4) According to organizational change theory and institutional entrepreneur theory, we presented a conceptual model to guide a large scale survey and related empirical research. The results show that the theoretical model has comparatively strong explanatory power to reveal the internal mechanism of"military and civilian integration"organizational change. This part can also give theoretical support to the following political suggestions and practical guidance.(5) Based on the above-mentioned deep exploration, connecting related theoretical exploration to the current problems of China's implementation of"The Policy of Military and Civilian Integration", some reasonable and feasible political suggestions were pertinently put forward, meanwhile, some practical guidance about how some related units implement"The Policy of Military and Civilian Integration"was given.
