After New China was founded, the CPC to achieve a high degree of social integration by through the development of economic, cultural and social; Transformation of social structure and Consolidating the new regime, so reflects the powerful political integration capabilities of CPC. But from the reform and opening up, with the In-depth development of socialist market economic system and Opening up have occurred profound changes in the political, economic, cultural and social fields. The old integrated pattern which adapted to the planned economic system is unable to meet the market-oriented social conditions.Social change in New Age has proposed challenge to the ruling way of party's governance and the party's integrated capacity. Theoretically speaking, the emergence of a pluralistic and increasing differentiated society is not necessarily result in the improvement of integration. The integration is often lags behind changes of social structure. While integrated form change to another kind of integration, traditional integration force in gradually decomposition, but the new integration force is difficult to play a role immediately, at this time, the new integrated form was faced with greater challenges and pressures. So how to improve the party's political integrated methods and capacity has become a pressing practical problem to CPC.Western ethnic areas in China is a special area that political resources relatively scattered, historical evolution process more varied, less integrated social structure, and coupled with the ethnic splitting activities of the national separatism.
